Saigon, June 14.-Bao Dai today proclaim. ed himself the Emperor of n new French- sponsored Vietnam State in Indo-China — but admitted that the ancient title meant nothing. The 20,000,000 inhabitants will decide whether they want a monarch or a Republic.
Bao Dai abdicated as Emperor of Annam in August, 1945, in the wake of the Japanese collapse, which left Vietnam Nationalists and Communists, under Ho Chi Minh, in the saddle.
