HOT FIGHTING
IN SHANSI
Hankow, Feb. 22. The Chinese blew up the, Yellow River bridge north of suchow yes- terday. There is fighting on the Fei- ping-Hankow railway front and also In Shansi, which is at present hotter thon on the Tientsin-Pukow railway sector.
The Japanese have reached Hut hsien 50 miles north of Chengchow. A foreign military observer is of the opinion that the most correct Japanese strategy will be a main drive along the Peiping-Hankow rail- way as a stepping stone to the heart of Chinese resistance at Hankow. They are doing their utmost to clear up Shansi which strategically is the most important province in North China.

Referring to the previous "black- out," Mr. Scott said that trams, buses and ships in harbour had all shown lights which were too bright, but owing to that experiment mon careful preparations could be made for Monday. Ships, in harbour will be allowed only navigation lights.

CAR OWNERS WARNED
Car owners must abide by printed regulations which have ap- peared in the press. Those with side, lights on the wings or cowl of tho car must use them, suitably veiled, according to the regulations; while those who have only headlights must use only a six candle-power lamp and vell the lamp according to the new regulations. There is no need for any person to refrain from using car, provided ho abides by the rules Inid down concerning lights.

In houses which have no shutters it will be necessary for the windows to be covered. In some way. It is suggested that some permanent cover which is easily placed in position be made and kept in readiness.
The possibility of further, tests being carried cut is strong. Mr. Scott stated yesterday that no date had been axed for further, tests but more would certainly be made in order to make the effective and to keep residents "up to the mark" in the
event of a sudden emergency when "black-out". conditions would become normal.

Japanese Pay No Duty At Shanghai
And British M.P. Would Like To Know Why
London, Feb. 21.
In the House of Commons to-day, Commander A. Marsden (Cons,) asked whether the Secretary of State for Foreign Affairs had considered the danger to British trade in the Far East that would arise if the pre- sent system of permitting Japanese goods to be imported to Shanghal, without payments of customs duty, was continued.
Sir John Simon, replying, said the Government was fully alive to the irregular situation now obtained to the prejudice of non-Japanese trade by customa dütles which formed the security for foreign loans. The Dri- tish Ambassador to Tokyo had already made representations on the matter to the Japanese Minister for Foreign Affairs-Reuter.
