VITAL CONFERENCES OF NATIONS' DELEGATES
(SPECIAL TO “TELEGRAPH")
(By Telegraph. Copyright, Telegraphic Messages Ordinance, 1894. Received, Sept. 18, 8.30 am.)
Geneva, Sept. 17.
A reliable forecast of the Committee of Five's re- commendations has been distilled from the innumer- able rumours which have been flying about all day.
It seems the attitude of the League, if anything, has stiffened as a result of the speeches in the Assembly and the obvious strength of world opinion. It is there- fore expected that the recommendations of the Com- mittee of Five will suggest advisers for various branches of the Ethiopian administration, without specifying the nationalities of the advisers.
The provisions to be suggested will certainly ensure the security of Italian and other foreign nationals in Ethiopia and measures to protect the frontiers of the Italian colonies.
The report of British proposals to cede a portion of British Suma- Iland and the Port of Zeila has been revived, coupled with the rumour of a plan to cede a strip | of French Somaliland to Ethiopia.

WAR PANIC SPREADING IN PORT SAID
(SPECIAL TO “TELĖGRAPH”).
(By Telegraph. Copyright, Telegraphic Messagor Ordinance, 1891. Received, Sept. 18, 8,300,m.),
London, Sept. 17. Britain is massing her naval might in the Mediter- ranean Sea. It is the most impressive show of strength since the World War.
L
A portion of the Home Fleet which is supposedly manoeuvring off the coast of England, is actually en route to reinforce the Mediterranean squadrons.
The battle cruiser Hood, the world's largest war ship, accompanied by the battleships Renown, Neptune and Achilles, eleven destroyers and a minelayer, all be- longing to the Home Fleet, have arrived at Gibraltar.
The Greek Ministry of Marine has announced from Athens that twenty-six British battleships and forty- five destroyers and auxiliaries will arrive in Greek waters on September 25 or thereabouts, and will visit the Corfu naval station.
