Hain Wah was said to have been but eight years old but, according to a statement made by the legal adviher of the company, the vessel was driven on to the rocks by a strong wind and storm. We and that she was not in a seaworthy condition because, at the time the vessel was sailing into Hong- kong, three British vessels, the Hai- ning, Soochow and Hosen, and a Japanese ship, the Kuantang Maru, stenmed the snine route and were not far from the Hain Wob. Why did the Hsin Wah-alone strike the rocks and none of the other vessels? A fishing boat was near by when the Hsin Wal struck the mack. This little vessel, instead of being driven on the rocks by the wind and storm, rescued a number of passengers. Is it conceivable that first class veseal of the China Merchants S. N. Co. should be inferior to a small fishing vessel?
"Apropos of the third point, the startling discovery that the life sav ing apparatus was insufficient and inferior, that some of the lifebells on' the Holn Wah were made entirely of cotton!
"Regarding the last point, the Hain Woh sank in a lttlo more than an hour after she struck the rock, ne- cording to the Hongkong authorities. During this long period, only one feboat was lowered. The Hongkong authorities record also the fact that the crew refused to Lake passengers on board the lifeboats! Furthermore, the vessel was not fitted with wireless apparatus.
"From these investigations, we will enally see that the authorities of the China Merchants - S, N, Co. were actually responsible for the tragical jainking of the Hsin Wah and for the
