Washington, Jan. 24. Drastic measures to promote American shipping were advocated by Mr. White, chairman of the House of Representatives Mer chant Marine Committee in. an ad- dress at the annual conference of American shipowners.

He suggested that strictly Ameri- can trade routes, and trade routes to and from insular possessions of the United States including the Philippines, should be reserved ex clusively for American shipping lince.
