ATTACHES, A Peking message says: The Ministes of Commerce
and Agriculture bas pointed out to the Cabinet that it is the practice of other Powers to appoint Com- mercial Attaches for service with Embassies and Legations abroad The Ministry finds that this praelice has proved successful ia assisting trade and considers that, notwithstanding the financial stress in Chica, measures should be taken for Coins to follow the example of the other Powers in this respect in view of the fact bat China's trada interests a broad are continually increasing and of the grea: field for their further development It is added by the Ministry that Commercial Attaches should be appointed not only in the great countries but especially in those which have become treaty Powers since the war and which, therefore, are nowengaged in establishing trad relations throughout the world.

JAPANESE DITY OF DYES. The predicament, to which the Japanese dyestu industry has been reduced with the heavy, pressure of foreign goods.-has brought forth a proposal for the revision of the Customs duty. There is an opinion among the merchants and members Chemical Industry Society that a Commission consisting of officials. manufacturers, and conSUMCIS should be formed with the idea of restricting foreign import". Another opinion 1s set forth. advising the imposition of ■ 60 per cent. 'duty on Imports. According to the Mainichi, the latter opinion is gaining influence. and a canvass is already in pro- Ts to present a Bill to the next session of the Diet. Textile weavers are, of course, against the proposal. The burden of their contention is that if the price of dres advances it wil certainly increase the price of textiles and infiuence exports. They have decided to band to gether against the proposal.
