The Railway Department has revived the regulations governing the "ficially acknowledged forwarding agents, with a view to making them compatible with the developments of bosiness Two years bare passed since the present regulations were put into efect. The revised rules are to become operative from the 11th inst. The keynote of the revision is that, in the case of private per- sons, those who pay a national tax of Y150 against Y200 at present are qualified to act as forwarding agents, while corporations which have A paid-up capital of Y25,000 (against Y50,000 accord- ing to the present, scale) are authorised to do so. They are required at the same time, how. ever, to have done for do) business for over a year at the railway station, with a certain minimum of business sad of takings.

PROPOSED SILK BANK. Apparently apart from the Silk Yarn Central Society, Mr. Wakao Ikuzo, the President of the Yokohams Silk Traders' Associa tion. and his party previously mooted the establishment of a special banking organisation in the interests of the silk trage. which is now the thesis of dis- cussion and investigation at the Political Affairs Investigation Commission of the Seigukai. Coupled with this, the. Asahi, remarks that the first time
