COMMERCIAL NEWS.

PILFERAGE AT TRE DOCKS. An interim report of the com- mittee of the London Chamber of Shipping on the pilferage of goods in transit emphasizes the foot that the average claims paid by seven different steamship com- panies engaged in the same trade ranged from 21 to 62 pence per ton of cargo. It says there is evidence that the divergence is mainly due to the varying prac- tices abroad with regard to the tallying and watching of goods, and recommends the efficient control and supervision of loadfog or discharging by ships' officers or other members of a ship's com- pany, and also a stricter scrutiny of persons and conveyances enter- ing and leaving dock areas and a more exacting system of goods passeg for merchandise from docks.

SHANGHAI COAL..

Messrs. Wheelock & Co.. Shanghai, under date 21st, April, report-Japan Coal There is nothing fresh to report on this market and no new business has been done since last writing." deliveries are going on slowly & stocks on the spot aro increasing to such an extent that it is gat- ting very difficult to find storage accommodation at the various wharves for new cargoes arriving. Fushun Cast:-A certain amount of Unscreened" coat is still available for export but no more "dust.". Fachung Anthracite Goal:- No change. Kaiping Coal: The market has remained very steady during the last two works, and

small owing to factories being erected there is a gradual increase in the demand which can now be met as Rail- way facilitios in the North have steadily improved. Prices re- main firm and there is no hope of obtaining coal under recent quotations.

imports and exports by foreign vessels to be transported to Chicago and eastward, which may be interpreted as prelimin- ary to the enforcement of Article, 28 of the Jones Acan American adaptation of the Chinese likin duty. Considering that this protection, if enforced, will menace the Japanese North American lines and the trade with America generally, ship- owners and traders in Japan are now at great pains concerning measures to be taken Hitherto, exports to America from Japan have been transported by way of Seattle and Tacoma, but there are now only the alternatives to send either via New York or over

the Canadian railways. America, however, intends tu impose high rates on any goods that come into the country even though they may shorten the transits in this way. The Moiseichs learns, in this connection, that the Nippon Yusen Kaisha hay therefore decided to open railway transportation via Panama Canal and New York.
