The resolutions of the latter aIN purely defensive and not aggroë- sive, they are aimed at the necessity of restoring the economic life of the Allion after the war, and protecting our- selves against an aggressive mil- itariatiommercial policy which might then be pursued by our ́ onemies. Germany's schemes for driving her Allies into the Central European commercial block show that such a policy is a resi danger. We hold that in this straggle economic considerations care as vital as purely military and naval mensurae, We have maintained and fostered the economic strength of those who are fighting the Central. Powers quite as much as we have organised our Armies and Navies. We believe also that we are right in attacking the economicstrength of our enemies with every legiti mate weapon. That is why we rejolos at the vigorous policy the United States is paraning regard- ing exporta and other matters.
