We hold that in this straggle economic considerations care as vital as purely military and naval mensurae, We have maintained and fostered the economic strength of those who are fighting the Central. Powers quite as much as we have organised our Armies and Navies. We believe also that we are right in attacking the economicstrength of our enemies with every legiti mate weapon.
