The Legislative Council Singapore recently passed a law," which will come into force on January 1, 1914, requiring all vela entering Singapore with over 100 passengers to carry a
STEAMSHIP CO, qualified doctor. The new law will apply to all arrivals from Sailing date porta north of Hongkong and west of Calcutta. The Japan Mail saya.The law will bear particularly hard on Japanese- owned ships, because only graduates from Tokyo Imperial University will be recognised es. [“ qualified " in the case of the ship carrying a doctor. Japanese vemola plying in Singapore waters, it is alleged, all carry doctors, but they are not by any means all graduates of the Im... perial University at Tokio. The Japanese companies that will be affected are the Nippon Yusen Kaishi, Toyo Kisen Kaislin, and Osaka Shosen Kaishs, but the Nippon Yusen Kaisha, having 11 ships on the European line and. 6 shipa on its Calcutta lice all stopping at Singapore, will suffer the most from this now law. Bo fore this law comes into effect on January 1, 1914, the Nippon Yusen Kaisha must change all the doctors now on board these |17 vessels stopping at Singapore. Bat to engage at one time seven- teen graduates of the Tokyo Im- perial University will ouse this company no small inconvenience," :

The law is a natural outcome of such incompetence and ignorance dis played by ship's doctore, and it is unfortunate that it should bear so hard on the one Japanese steam ship company with a large trade in the Straits Settlements...

It is interesting to learn, re marks the Japan Chronicle, that the Japanese authorities are con- templating marking a protest against the new regulation, on the ground that it "will lay an into- ferable burden" on a Japanese steamship line. Probably the Singapore authoritiesconsider the new regulation indispensable in order to prevent
an intolerable barden" in the form of an opide mic some day being placed upon the port through the negligence of "incompetent doctors." Ship- owners all over the world have to bear "intolerable burdens," auch sa exclusion from certain trade routes, the Plimsoll mark, compul sory pilotage, Lloyd specifications and such things. Sunday Swimmer Drowned.
Among the bathers one Sun- day last month at the Wood Green Swimming Baths was Wil. liam Schilonski, aged 26, of Vio toris-road, Wood Green, a good swimmer, who was fond of swim- ming under the water. While he was doing this a friend think ing he had been under the water too long, dived and brought him to #the
surface. He was taken out of the water and a doctor sent for, but he was fund to be dead.
