The Opium Question.

London, 16th August, Mr. "Churchill, in the absence of Lord Elgin, who was engaged in the House of Lords, received the anti-opium delegates, Mr. Conolly and Mr. Alexander, from the Straits and Malaysia.

They urged that the time was ripe for troducing reforms, and for restricting and eventually suppressing the opium traffic.

Mr. Churchill promised his careful can. sideration of the facts presented to him, and said that he felt the present condition of the trade cannot be allowed to continue. Mem beri of the deputation must not assume that the Government in indifferent; he thought the case for Ceylon was particularly strong, and that the Government must go step by step in the Crown, Colonies with the new policy adopted in reference to India and China

A notable change here, as I have already remarked of Canton and other places, is the creation of freign school. Here you have the Anglo-Chinese College educating the youth of China along foreign ways, to su end no one can yet foreste. There is likewise sa increase along medical missionary lines; in the directions of hospi:a's much good work that, ould bear fruit in after years as being done Finally I may remark that Bwatow district was threatened with famine at the time of my visit, unless abundant rains came soon to save the | rice crop. The Eat Cots ports of Chins, or the "Coast parts," as they are usually termed in Hongkong, are still somewhat off the beaten track. The mete tourist will probably proceed. indirect from Hongkong to Shanghai in the liner, unless he has some friend to visit, or has been specially recommended to make the trip up vía ports. He misses a good deal that the large centres of Hongkong, Shanghai, Tientsin, or Hinkow provide him with ; but the Coast ports show him a sort of final, though passing itself also, glimpse of what the erstwhile Treaty post or hong life consined in China. The ports have, indeed, lost much of those characteristics, but some fow traits remain to remind one of past glories, and the time when the Mexican showed a bold front in exchange of over 4 Commercially and socially the ports present many attractions, and well repay a visit.
