·26th July,

F. G. F100,

Director

JAPANESE CAPTAIN OF

HINANGH

Baron Shibusawa, who is credited in Yan Norden's Magasins (New York) with being "the ab est financier of the For Enit," contributes to/ that periodical an article on financial Japan, in which he points out some of the recent auc- cesses of his country's financiers, and sounds a warning to those who are liable to become enmeshed in the favoritb expansion of the commercial and industrial Nippon of today. Another writer, Mr. Adachi Kianosuke, in the

rame magazine, in a character sketch of Barod Shibusawa, shows how large a part this able financier has himself played in the new era of Jpanese Gnance. The supreme critis of his life came, we, read, when, at the age of wenty-seven, he journeyed through Eu rope with a Government commission, He came home filled with Cerisiental, ideas? A noble by birth, be occupied in succession a' umber of more or less important offices until in 1870 he was appointed Assistant "Vice- Minister of Finance. We'troud further?-NA

Later he studied the commercial activities, of the world at large, and of the Far East in particular, whert he was appoleted Inspector of Trade, Then suddenly he did something” that surprised everybody and made his friends asp and weep. He left his Government position. Fortune was smiling upon him then as she rarely does upon a man of promise. And he kicked all the frailering prospects of. his official career out of doors, as he bardly" would a suzay car. What did he mean by it

7 Count Ioque, his chief and friend, tried to make him behave a little and listen to reason. Shibusawa was deaf even to the plead ing of Count Inous. Why?

*

realised that the real force of progress lay in actual business, not in politics," he is quoted to have said, "and that, the business element was really the most influential for the dvancement of the country ;, so I gave up my polit cal position and devoted my life to busi-, |ness in which I have continued until to-day."

Once more the years that came and went Since then have confrmed his wisdom,

At first he devoted himself to banking; he founded the First National Bank. Soon be became its president. In the establishment of the Nippon Ginko-our central bank-the Yokohamia Specie Bank, the Industrial Bank of Nippon, and a number of others be las tackn a small part. He has been promoter and director and stockholder in a number of the leading steamship companies, such as the Nippon Yusen Kaisha-which, by the by," is the greatest steamship company in the Far Easi-and he is the principal promoter of the Nippon Kisen Kaisha, which has been just organised with the capital of thirty million yed. In the construction of railways there is none in the empire who has done balf as much as the Baron, The Korean railways are now in the hand of the Goverbment, and the. Government has to thank the Baron for the splendid effort in. bringing them into being long before anybody thought of the nationalisation of the railways in Nippon and... Kores. The lighting companies, manusacter": ing enterprises of all complexious, shipbuild- ing, hud dockyards-in short; it would be no casy task to think, much less actually find, a ingle enterprise of any magnitude in the entire empire for the past twenty years which had not gone to the Barod for the fostering care, for the advice of his ripened experience, and for more or less active co-operation.

In 1878 the Chamber of Commerce of Tokio was organized; he was appointed its president, More than one has said that it is not very difficult to give the record of his achievements; nil that is necessary is to copy the list of the largar industrial and financial enterprises of the New Nippon. To describe Baron, Shibu. Sawa as he stands in the financial and industrial Nippon of to-day with an epigrammatic brevity and in such a manner, too, that the people of 'America can understand, is not at all simple, however, W. T. Stead once attempted it-and I take the pleasura, in quoting him, for I car- tainly cannot improve upon it be invited the render to imagine a man who "could be described as being at once the Vanderbili, the. Rockefeller, the Pierpont, Morgan, and the Carnegie of Japan,"
