In the convict puss the average, has been almost 'sationary during the last three years. During the year fliere has been a further in- crease of 1,239 for begging and sleeping out, anagsang, Dr. s.s., 1,092, A. G. Smith, 13th but there has been a decrease of 2,472 jur. drunkenness. There has also been a decrease
Nov.-Manila 9th Nov., Gen.~},, M. & of 656 for assaults..
The Commissupers, commenting on the classification of prisoners, abserve that it is satisfactory to note that there has breu a small increase in the number commilied to the second division, fram which it may be inferred that there is an mcreasing tendency on the part of the Courts to exercise the discretion vested in them by the Prisons Ac. [1898,
JUVENI, E OFFENDERS.
It is satisfactory to observe that the number. of juvenile offendiers, strictly so-called-i.c., under 16 years of ageteceived into prison on conviction during the year was the lowest on record-viz., 1,037, as compared with 191 the previous year.
ID
The reports of governors and chaplins throughout the service are practically unani- mous in the opinion that the old system, under which lads of 16 and over have mixed with and been treated with the ordinary adult prison population, was defretive both in wasdien and humanity.
unitbi-
The opinion of those an harilies is mous also that, under the presegl system of short sentences, through in srecession of which the great-majority of these lads-graduate, it is impracticable to effect my lastin, care. They. think that the time had come for legislation ne the lines recommended by the committee 1904-vix:
That courts of law should have power to commit to penal reforms ones,, under Gov mn ment management, ofenders ander the age of 23 for periods of not less than one year and up to three years, with a system of draining graduates according to sentence, which should be freely exercised
RECORD DEATHS IN PRISON,
The death rate in local priso 4 fog natural causes of 37 per 1,000 prisoners received is the lowest no record, the average for the last 26 years being fo per 1,000, The death rate from natural causes in convict prsnes was 5.4 per 1,000 of the daily average popu ation as con pared with 7.2 in the preceding year.
