PRISON POPOLA (NOV.
HOPEFUL FIGURES IN THE OFFICIAL
RETURNS.
According to the report of the Commissioners of Prisons for the year of 1905-5 there was a decrease during the year of 2,603 in the num ber of persons received into local prisons under sentence of penal servitude or imprisonment by the ordinary cousis. the total being 217,336 as compared with 20,929 last year.
Bes de 648 soldiers and sailors sentenced by court-martial, there were 20.414 persons this year imprisoned as debtors or on civil process, as compared with 19,830 last year, while 1,308 persons were imprisoned through failing to 'find sureties, a decreain of 186.
LOCAL PRISON POPULATION,
The population of the local prisons on 31 March last was 17,929, At the end of the pre- vious year it was 18,418. The average daily population in the curent year was 18,288 (15 377 men and 2,911 women), whilst in the pre- vious year the average total was 18,100 (15,101 men and 3,067. women)..
O 31 March last the population of the convict prisons was 3,048, as against 3.188 at the end of the previous year. The average daily population in 190 was 3,135, (2:295 men
and 14 women). To the, previous year il was 3,1ge of whom 3,045 were men and 146 women.
FRESH SENTENCES OF PENAL SERVITUDE.. The number of convicts received in local prison under tresh sentences of penal servitude during the year was 1,935, of whom, 356 had served previous sentences of penal servitude, a proportion of 34.4 per cent, as compared with a proportion of 327 per cent. during the previous year, when the number received was 949, of whinin 31o had served previous sentences al penal servitude.
As to turatinu uf, sente ces the average length of imprisonment during the year, includ ing both indictable and summary cases, was 347 days in the case of the men prismers and 23-7 in the case of women, as compared with 341 days for men and 23 6 days for want the previous year.

The Commissupers, commenting on the classification of prisoners, abserve that it is satisfactory to note that there has breu a small increase in the number commilied to the second division, fram which it may be inferred that there is an mcreasing tendency on the part of the Courts to exercise the discretion vested in them by the Prisons Ac. JUVENI, E OFFENDERS.
It is satisfactory to observe that the number. of juvenile offendiers, strictly so-called-i.c., under 16 years of ageteceived into prison on conviction during the year was the lowest on record-viz., 1,037, as compared with 191 the previous year.

The reports of governors and chaplins throughout the service are practically unani- mous in the opinion that the old system, under which lads of 16 and over have mixed with and been treated with the ordinary adult prison population, was defretive both in wasdien and humanity.

RECORD DEATHS IN PRISON,
The death rate in local priso 4 fog natural causes of 37 per 1,000 prisoners received is the lowest no record, the average for the last 26 years being fo per 1,000, The death rate from natural causes in convict prsnes was 5.4 per 1,000 of the daily average popu ation as con pared with 7.2 in the preceding year.
