No fim, we venture to think, erat least no firm which has anything to lose, will refuse to stale the names of the partner or partners, and a law which compelled all firms, European and' Chinese, in Hong- kong to register the names of the partners would be welcomed by one and all. remembered that as the law stands we must trust to appearances have lost their money, not in financing the firm, but in providing it with the goods desired ? It is all very well to say that people should not trust until they are certain the credit is safely placed. But what can competing firms do when apparently reputable hongs come before them? A registration law is required to safegard foreign, as well as Chinese, firms. As the faw now stands, it is usually impossible to form any idea of the financial standing of those who are partners, in any firm, or what amount of credit they should be allowed. The stock argument against legislation is that there would be an undue interference with trade by reason of the disclosure of the names of those who are 'the' mem- bers of a firm, In answer to that we would point out that it is the custom of all European firms, whenever a partnership is formed, to inform their business clientèle of the change and to give the names and designations of those accepted into the new firm or partnership. There is no reason, so far as we can see, why Chinese firms should not adopt-should not be compelled by law to adopt the same system. It is a 24.00 guarantee for honest people and a terror for rogues.
