Under the law enacted by 'congross for the protection of the American sailor, Manila or any other port in the Philippine islands is as much a foreign port as either Hong. kong or Shangbai and for that purpose the collector of customs has been appointed by congress as United States consul. No provi sion, however, has ever been made by which
the machinery, for the proper carrying out of the law can be established. If a number of
sailors from an American ship lying in Sheng hal river were to refuse duty a complant could be laid before the United States consul who is empowered to despatch his marshal to the vessel and have the men brought. before his court where their case could be tried and should they deserve punishment he would be able to mele it out to them by either, foing or im. prisoning them. Mr. Johnson, MH.R., Introduced to the Prime Minister at Parliament House, Mel bourne, a deputation of Chinese merchants, missionaries and others from all the States, as representing the Chinese residents of the Com- monwealth. The deputation desired the sup pression of the opium traffic, Mr. Johnson stated that the Chinese residents wanted the smoking of opium entirely suppressed, and were prepared to find money for the medical, treatment of opium smakers until they were restored to health.
Mr. Deakin said that the Ministry was en tirely in sympathy with the suppression of the use of opium for smoking purposes. The quee on, was considered at the Hobart Conference, and it was unanimously agreed by the State. Premiers that the Bates should legislate to provide that the sale of opium should be can fired to chemists and other licensed personi and that opium dens be prohibited and penalised. While personally, as a citizen of the State, he thoroughly agreed with these proposals as a Commonwealth politician be had no power to move it.
