each other and never have we had occasion to oppose one another. Since, therefore, the US, Government has consented to confer with us In a friendly and amicable manner regarding the revision of the unjust clauses of the former Exclusion Treaty, it behoves all to quietly Awat the result of the Whiwupu's endeavours | Hailan, for Swatow. to settle matters equitably, and not to use a boycott on American goods with the intention of opposing the proposed Treaty. For since such steps endanger the good relations and understanding between our respective countries they are also greatly barmful to the Chinese people and their trade. The Waiwupu has already repeatedly instruct ed the Viceroy's and Governor of provinces to issue proclamations exhorting the people to continue their daily avocations and business as usual so that peace may be assured to all. We now command the said Board to once more Bend instructions to the various Viceroys and
Governors to use their most earnest endeavours to exhort the people by proclamation and to keep watch over matters so that our people may el joy the blessings of peace and continue happy in their daily avocations. Let no one fail in their bedience to our sincere and ear nest commands and if any ignorant persons week to stir up strife by taking advantage of the present state of thing such must be immediate ly arrested and severely punished so that trau ble may be nippe ! in the bud. Let this our command be made known to all our people. Respect this. -N, C. D. News.
