Governors to use their most earnest endeavours to exhort the people by proclamation and to keep watch over matters so that our people may el joy the blessings of peace and continue happy in their daily avocations. Let no one fail in their bedience to our sincere and ear nest commands and if any ignorant persons week to stir up strife by taking advantage of the present state of thing such must be immediate ly arrested and severely punished so that trau ble may be nippe ! in the bud.
