An Imperial decree issued to-day authorises the Seoul branch of the Japanese First Bick to undertake the regulation of the Careas Coinage system, and the handling of the Government funds.
The lank will issue convertible notes which will be regarded ́as legal tender officially and privately.
There will be a guarantee issue of ten million yen, and an extra issue will also be allowed.
The bank notes hitherto issued by the First Hank in Corea will be regarded as on the same fooling as the new notes.
The proposed amalgamation of the Corean Board of Communications with the Japanese Post office will shortly be decided on.

This Japanese expenditure of £50,000,000 on the war is counterbalanced by the capture of Purt Arthur.
It is much more difficult" to get at the facts in regard to Russia's expenditure, for the Russian Government never presents, even in times of peace, anything approaching a fall and complete budget, but Russia has horrowed far the war in France, Germany, and Holland £57,050,000, and in exchequer bonds, issued are not believed to represent the money spent. The amount is put by competent authorities at from eight to ten millions more. Ninety million pounds, therefore, appears a fair estimate.
