THE OFF DAY.
The wind up of the Races took place, this afternoon in weather of the most atrocious character, dark and dismal and cold. The opening race was run in a drenching drizzle, and the Course, in places, was soaked. Inside the enclosure everything was most unpleasant, pools of water having collected on the lawns whilst even in the stands it was difficult to find The newspapers generally are surprised even an approach to a really dry place. Owing to the railway strikes, Poland is cut off from Germany, Austria and the terminus of the Vienna railway.
Warsaw is occupied by troops. Alarming reports as to the condition of the Caucasus, especially at Batoum and Baku, have reached St. Petersburg. Com- munications are severed, and no details have been received; but reports agree that there has been much bloodshed.
Russian Stores.
A French steamer has landed a quantity of stores and dynamite, for the Russians, principally at Jibutil, and Diego Suarez, Madagascar.
Peace Prospects.
It appears certain that Russia has not act ually proposed any terms to Japan, but yesterday's telegram is regarded as reflecting the views of an increasingly influential peace party. Baren Suyemaisu pronounces the terms preposterous, and expresses the opinion that they will leave Russia the gainer.

THE FOG AND SHIPPING.
The thick weather on the Prail River bas also affected the West River and reports of steam launches taking the share at various points have come to hand. The British steamer Sainant (Capt. From the Courier d'Haiphong, and l'Aven- erin de Tokin, which latter contains some good photographs of the Su'y as she lies on the rock, we learn that the vessel's position is one of extreme danger, inasmuch as she is suspend- ed ami ships on a rock. with a reat about 90 feet in her bottom, the rack where- in lles being only 75 feet length, while the ends she is overhung for a length of 174 feet with nothing for support. There is thus the greatest fear that, in case of heavy seas, or high winds, she may break up amidships and go to the hoitom in two halves. Our contemporaries also mention that the terms of the contract catered into with Mr. Jameson are 1,500 francs per diem, and 1,0:0 cos francs if the vessel is safety floated. All, however, depends on the weather. The vessel at present lies with a heavy list to port.

At the close of counsel's opening statement, the plaintiff was examined as a witness in sup. port of the same. His Excellency gave his evidence through Sir Walter Hillier, who acted as interpreter.
