DARING EXPLOIT BY SPIES AT LIAOYANG,
The Mainichi states that in the course of Liaoyang, teal (he's Army was ordered to the preliminuity arrangements for the attack on advance by way of Auth soften and Shushanpan The Army consequently found it needful to obtain information concerning the Russian positions in those vicinities. There was no lack of volunteers for this dangerous lask, but much care was requisite in deciding who would be most likely to succeed in the allempt. After many inquiries, Cavby Ensign Wata-anki, who was known to all as extremely brave, energetic and determined, was selected, and it was arranged that he should be accompanied by Mr. Katsura (an interpreter), and a non. commissioned officer, Iwata. After careful thought, they decided to disguise themselves as Chinese chokes. Dressing themselves in ragged Chinese clothes, they painted their faces with sool from the bottoms of some pans, but were at a loss how to prepare their food, If they had carried any quaD- tity of that which they were in the custom of taking, they would certainly have been suspected if they had fallen into the hands

San Francisco, 14th November. Russia's internal troubles have reached a climax. The liberals have demanded of the Tzar that certain reforms be instituted at once.
The Russian people demand a voice in the management of their own affairs and unless this is granted a revolution will probably follow,

THE SUGAR INDUSTRY.
LOCAL REGULATIONS UNDER THE CONVENTION.
The following regulations, made by the Governor is Council under the Sugar Conven- tion Ordinance are printed in the current num- ber of the Garelle ;~:
No sugar shall be imported into the Colony except at the port of Victoria, and the master of every vessel having on board as cargo any sugar shall on arrival forbwith furnish to the harbour master a manifest of Buch sugar.

A Danish missionary secretary, operating in Manchuria before the war, testified to the more favourable conditions for missionary work there than in other paus of China because of Russia's anti-opium aith tude. Yet another flanking movement is the steady decline in British revenue from opium sales in China because the natives are raising it themselves since they must tolerate it; but Mr. Wu Ting-fang, when Chinese Minister at Washington, assures the writer that this do mestic trade would not prevent the speedy prohibition of opium in Chies, as in Japan, if England should withdraw the treaty by which the traffic is enforced.
