Mx. H. 1. Collins, the gentleman described as a journalist, who was arrested in Japan; under suspicion of being a Russian spy, it now appears, never was a journalist. He has Collins, who is, and has for some years, been evidently been confounded with another Mr Reuter's agent in Japan, Mr. H. B. Collins was born in Shanghai, and is, in all probability a British subject. Until the end of 1900 he was employed as a clerk in various firms there, and he finally settled in Port Arthur, where his The Boxer trouble attracted him to the north,
