THE NEW MACHINEGUNS

AT TONKING.

A correspondent writes :-Trials were made recently at Fontay (Tonking) of the new Amachine-guns which were served oat a short time ago to each European infantry battalion, The new arm, which is manufactured by the Hotchkiss repeating arms Company, bears a strong resemblance to our Maxim. It is fixed, on a portable tripod and uses the same cartridge as the French army rifle, (9 millimetre)..

The rate of fire was about zo shots per second, but the weapon jammed frequently and it was sometimes necessary to replace pieces of the breech mechanism before firing could be resumed. This was probably owing In the fact that these parts are too light and delicate to support the severe strain created by the rapid and repeated concussions. The extractors were for the most part the cause of these breakdowns, and it is probable that these are much too highly tempered to withstand the continued shock. I am informed that during similar trials, which took place a short time. ago in France, the same defects came to light, so it would seem that this new weapon can hardly be declared a complete success, as is the case with the 75 millimetre q. f. field gun now adopted.

We are delighted with the news, sent here by Lovernor Wang Chil-chun, that order and peace have been brought back to Kwangsi, but, as he fears, that there may still be some ele: ments of untest lying under the surface, he will wait until he feels sure that the pacification has been really completed before reporting the matter to the Throne. But we fear that the so- called completion of the pacification of the province is not reliable, and that ifit be reliable, a lasting peace cannot be expected unless the province is hereafter properly and well ad- ministered. In order to achieve this good end, the Governor of Kwan, si should see that industrial institutes all over the province are established, all the uncultivated lands are open- ed and all the mineral resources are developed, so that all the people may have work to do.

ROSSIAN COLLIERIES IN MANGITORIA,

3 That the foreign banks recognize the native orders providing pative banks produce security satisfactory to their compradores.

4. That all such native orders bear the chop

of the official bank.

5. That the official bank and foreign bank compradores be jointly responsible for any irregularities in these bank orders, 6. That the Viceroy be security for Tis. 300,000 for each of the five lending native banks. 7. That title deeds of property belonging to these banks be lodged with the foreign banks if necessary, under certain condi- tions.

I was talking the other day with a very in- telligent missionary from the interior, and he says there is undoubtedly a strong impression among the country folk that the Government really did secretly approve of what the Boxers did and tried to do. When the city was first restored to the Chinese, the Viceroy, as I think I mentioned at the time, issued a proclamation that there were to be no charges and counter charges between converts and Boxers or their supporters, etc., and as the object was to avert an endless number of cases which it would take

plague is the worst. Many of the large streets are decorated with blue lanterns. The plague seems to be on the increase in the country. The Shan Tak district appears to have an vrusual amount of it.

THE RUSSIANS ON THE LIAO RIVER.

A Tientsin dispatch to the Araki states that the Russian troops are mustered on both banks of the Liao River, declaring that they are guarding the nines. The Chinese General Chang is also there. On the bank of the Yalu arc 4,00 mounted bandits, hired by General Chang, and about 1,000 Russian horsemen and 5.000 infantrymen, who are making a strict examination of strangers. There are two telegraph lines in Manchuria, the castern and western lines. The western line has been returned to the Chinese authorities, who have arranged to repair it and open communication throughout the whole of Manchuria. The

eastern line stili remains in the hands of Russia.

LUMBER FOR MANILA.

IG SHIPMENTS.

Advices received from Washington, DC.,

state that a call for bids for about 10,000,000

feet of lumber for shipment to the Philippines to be used in constructing barracks and other buildings there has been made. Over 18,000,000 feet of lumber on Puget Sound and at Port- land for Manila have been purchased, of which the last big order was 3,900,000 feet. The Dix has just returned to Tacoma from a voyage lo Manila where she took over 3,400,000 feet and 2,400 cedar doors to be used for constracting barracks. Several million feet have also been shipped from Tacoma to Manila for the govern- ment on the China Mutual Liverpool-Tacoma liners and other big shipments have been made by other steamers. With this purchase of 10,000,000 feet soon to be made, a total of nearly 30,000,000 feet will have been bought by the government within the past six months, all for constructing barracks and kindred build- ings in the Philippines.
