As to the remarks that during the last 5 years the increase in 'serious offences' in the "Colony has been 30 per cent compared with th: figures for the previous 5 years," I should lie to point out that, according to the census taken in 189, the Chine-e population of this Colony amounted to 241,762, and in 1901 the number had increased to 274 $10, and in 1902 the native population according to the Report the Registrar General amounted to 293,300, showing an increase of the native population in Hongkong alone in 5 years of no less than 51,538. To this number, however, must be added the estimated population of the New Territory amounting to a figure of 103,254, thereby totalling an increase of Chinese population which has come under the British Jurisdiction within the last 5 years of no less than 53,792, that is to say, an incre se of 64 per cent. Taking this very large increase of population into consideration, an increase of crime of 30 per cent, though serious enough, is not to be wondered at, but is rather a matter for congratulation that the increase of crime has Bot kept pace propo tionately with the increase of the population,

PEKING AS A TREATY PORT.
The Foreign Minister at Peking have pro- posed to the Central Government to open Peking to international trade, but the Chinese authorit es have not yet replied to the proposal. Recently the British, French, German, Ameri- can and Japanese Ministers jointly sent in de patches to the same effect, while the Russian Minister has so far taken no active interest in the matter. A certain member of the Grand Council was then ardered by the Empress Dowager to see the Russian Minister and ask him to interfere in the matter, but the other Ministers still stick to their proposal and have not withdrawn it. The Pai Il-pu is greatly perplexed thereby.

STRAITS. CONSIGNEES。f Cargo are hereby informed that all Goods are being landed at their risk into the Godowns of the Hongkong and
THE Kowloon Wharf and Godown Company, al Kowloon, whence and/or from the wharves delivery may be obtained.
Optional Cargo will be forwarded unless notice to the contrary be given before Noon, TO-DAY, the 15th instant.
No Claims will be admitted after the Goods have left the Godowns, and all Goods remaining undelivered after the zand instant will be subject to rent.
All Claims against the Steamer must be pre- sented to the Undersigned on or before the 25th instant, or they will not be recognized
All broken, chafed, and damaged Goods are to be left in the Godowns, where they will be examined on the 22nd instant, at 3 P.M.
No Fire Insurance has been effected." Bills of Lading will be countersigned by

No Claims will be admitted after the Goods have left the Godowns, and all Claims must be sent in to the Office of the Undersigned before Noon, on the 21st instant, or they will not be recognized.
