The Sin Wen Pao is informed that the Foo chow Arsenal has several despatch boats which are maintained by the Authorities. During late years, the commanders, mates, engineers, cadets and even sailors have not only been constantly absent from service but have overdrawn their salaries. Some of them have gone so far as to hold two positions in $500,000.00 the same service, thus one man drawing the pay of two. In a word, gross corruption prevails in the whole service. The Foochow Naval Authorities have now taken steps to have these evils eliminated and reorganize the system.

Mr. Brodrick announced in the House the appointment of a Royal Commission on the condition of the volunteer forces. Mr. Bal- four moved that the growing needs of the empire require the establishment of a per manent Defence Committee, the results of whose work should be handed down from Government to Government thus séckring a continuity of policy hitherto not possessed, The motion was received with enthusiasm and adopted.

Army estimates- amount to £34,245,000 providing for 235,761 men ex- clusive of India, but including £4,000,000 for special expenditure in South Africa.

Ocean steamships of the largest tonnage are now becoming quite common sights in San Francisco bay. Their number is steadily in- creasing, but ils demands of a growing com. merce are calling for still more. In a few years, if they keep on multiplying at the rate they have done during the past three or four years, they will become as numerous here as they are now in the harbour of New York. In all direc› tions these big liners are now plowing the waters of the Pacific, either headed this way or carry- ing cargoes hence to distant foreign ports
Thus far, the Siberia is the largest vessel which has entered San Francisco harbour. Her registered tonnage is three tons in excess of that of the Koren, älthough both: ships were built on the same lines. A decade ago no one suspected that such big craft could ever get cargoes enough here to keep them regularly employed; but no one is now rash enough to doubt that much larger ones and many more of them will be employed regularly in the commerce of the port within the next ren years. Every new vessel of larger type which is added to this home fleet ought to stimulate us to adopt a new policy for the improvement of the water front and the enlargement of its fcilities. We are seemingly wide awake to all other conditions and possibilities except this one, which is fast becoming an urgent necessity.
THE WEATHER,
The following report is from Mr. F. G. Figg, Acting Director of the Hongkong Obser-
vatory:--
On the 7th at 11.50 a.m. The barometer has risen over Japán, fallen on the China coast, particularly in the North.
Pressure is highest over the E. coast of China, and W. Japan, and relatively low over the N. part of the China Sea.
Decreasing mensoon in the Formosa Chan- nel, and off the S. coast of China.
Forecast-fresh to moderate E. winds; un settled, rainy.

INDO-CHINASTEAM NAVIGATION CO. is again forced up without any important sales to report. Quotations are $10 to $112. CHINA SUGARS are firmer with sales at $102. HONGKONG & WHAMPOA Docks are in demand, and sales have been made at 5204 to $205.
WEEKLY SHARE REPORT.
Messrs. Benjamin, Kelly and Potts in their report dated 6th inst., state as follows:-
Business in shares has been particularly 93,272.09 lively during the past week and investors have $115,494 81been in the market to a considerable extent with the result that most of the better class of securities show an appreciable rise on last quotations.

Docks, Wharves, and Godowns,--Hongkong and Whampoa Docks have improved their position and are inquired for at $100, Farnhams are firmer and have buyers at Ts. 183. The report and accounts of the Hongkong and Kowloon Wharf and Godown Company Limited, for 1902, shows that the gross revenus derived from wharfage, landing &c, totals $813,310,13 as against $809,823.30 the previous year, being an increase of $13,486.83, and the profit on working amounts to $270,140.85 as compared with $213,759.02 in 1901, being as increase of Sz7,381.83. Inclusive of 512,402 74 brought forward from last, year, and after deducting Directors' and Auditors' fees($10,500) and writing $24.445.68 off wharves, launches, lighters, rulling stock, machinery and plant, there remains a sum of $179,481.69 available for distribution. An interim dividend of $a per share (absorbing $60,000) was paid in August last; it is now proposed to pay a final dividend of $2 per share (absorbing $71,000) and transfer $30,000 to depreciation and repair account, leaving $14,481.69 to be carried forward. Shares have been negotiated at $96. Hongkew Whares are reported sold in Shang hai at Tis. 370. Yangtze Wharis are wanted at 11s. 200. New Amoy Docks have been parted with at $38).

SHIPPING AND FREIGHT.
There has been a brisk demand for tonnage during the past week and freights have im- proved. From Saigon to Hongkong, 19 cents per picul is the last, and 20 cents the offering quotation for prompt tonnage; to one port Philippines 35 cents is the last and offering quotation; to Java and Japan, there is no demand. Several steamers have been fixed from Newchwang to Canton at 31 cents per picul. From Wahu to Canton the quotation is 26, 27 cand. per picul.
Coa! freights are firm, to Moji to Hongkong 52-15 per ton; to Singapore, $2.40; and to Manila, $3.50, possibly $3.75.
