Fecondly, acco ding to a recognised rute in the west, a country may not exclurle the v:5:ela of other comtres from navigating the seas or oceans which burder on its coast; but it has
right top event them from plying its inland waters. This rule is most s credly observed in foreign laals, but must recklessly vio ated in Clúra. As soon as the Treaty of Naoking was concluded, foreign" ve sels began to avigate the Yangtze-Kiang After the Treaty of Shronoseki was signed, foreign vessels Lean to navigate our inland waters,
hits, step by step, foreigners have been setting their feet up # our rights, and larger and larger are the interests which we keep on los- ing. Fortunately the C.M.S.N. Co. wis established in time to prevent our interests from being entirely snatched away. I the [*C,V,S,N, Co *be`registered a limited liability company and put under the management of foreigner, our merchants would no longer be able to share the pro ts of the Company, or 10 control the movements of its ve‐sels,
Lastly, if foreigners-he permitted to invest money in the CM.S.N. Co., it is true that the Chinese shareholders would still have a han1 in the man gement of the Company, but their share the man ygement could only be on. inal, because as soon as foreign shareholders his stepped in, they would add such a great investment on the Company as to make the Chinese capital, al culy invested, «ppear in significant, and would put in an overwhelming. large nu aber of woreign employees in the Com any to control everyth ag.
We have one more re wars to make. We
have noticed the way which foreigners used to cmply in dealing with us. They always try
to make the influence and furce of the Chinese fiovernment lend help to heirselash pipeses When they fail to prevail upon al: District
Magtrate to comply with a demand which they have put for h, they go to see the Prefect or the Taomi. If the Prefça or the Taotpi refuses to accede to their request, they will consult the Governor or Viceroy about it. I the Governor or Viceroy cannot see his way to gratifying their desire, they will ask their Minister to speak to th: Chinese Goverwin n on their behalf. This is the ordinary me hud aduped by foreigners in dealing with us. Bul recently the have invented a new method. They know that the Empress Dow ger is now awfully as ous to make foreigners think her 10 be most friendly to them. So, if they want to get anything, they will not deal with the Government but convey their desire to the Empress-' owager and if th. Empress-Dowager consents to grant it, then nobody will venture to raise any objection.

very favourable impression, and now that the little work is submitted in a cat and handy form the publication certainly ought to have justice in this present appeal to popular favour. Verse and Worse has many claims on our liking, for "Mr. Bland" | Die is possessed of that rare f culty of appealing to the eye through the imagination, and his descriptions are vivid, fresh, full of colour; while his stories are a succession of short saggestive pictures, that will quickly revive in the memories of old China hands the various phases of Oriental life, and serve to while away a pleasant hour or two for those whnse lot is still cast in these Far Eastırn climes. As one turns over these leaves, scene after scene presents itself to the memory. One sees the typical foreigner in retation, not only to the typical native, but also to his fellow countrymen, and walks and shares with. him the pleasures of Eastern life, albeit it at
times he finds the oppressions and fallies still finger at his side. The yarns are all agreeable, and little social incidents are described in, a cle er, amusing and original style, Mr. Bland's verses are none the less delightful, and conri- bute in no small dievree to the success of a small volume brimming over with charming reading. It should prove a great acquisition to the shelves of any library and especially those of
