An Italian Note Ras reached Washington, couched in the most cordial terms towards the United States. It'says that Italy will be glad to see President Roosevelt arbitrate in the matter of the disputes with Venezuela, and that if not disposed to do so she has no objection to a reference of the questions to The Hague tribunal.

COLONEL MANIFOLD'S ADVENTUROUS

Forty million people, he heard. had be⚫n washed away or starved, owing to its inundations 15 years ago, the floods ren- dering vast areas of cultivated land sterile by covering it with sand. The people generally appeared to realise that the allies had occupied Peking and had inflicted heavy 'punishment upon the Chinese nation. In the remotest lages where no foreigner had ever before been, the ellers used to ask Col. Manifold about it, and there was none of the self-decep tion which was so noticeable after the Japanese war, when it was honestly believed throughout the length and breadth of China that the Emperor had accepted the submission of the barbarians and permitted them to depan unpunished.

A CHANCE FOR BRITISH CAPITAL

Of the Yang-tse region-Col, Manifold speaks cothusiastically alike as regards its great agricultural and mineral wealth, its numerous industries, and dense population. He says it is now a case of waking up the British capitalist and investor to the advantages of developing it. He holds that if capital,and enterprise only are forthcoming there will be no difficulty in establishing British preponderance in this marvellous region, to which our gunboats already have access for 2,000 miles up the river. He adds, "gunboats alone will not develop trade in a country, and no sane man wants a yard of Chinese territory to pass out of the hands of the Chinese, but we do want to see our mercantile interest firmly established, and big enterprises, in British hands, opening up this rich Upper Yangtse country at once-a courtry so rich in re.ources and population that.

only traversed 4.500 miles of the most difficult country, a distance by road rquivalent to that from Calcutta to Peshawar, and thence by. Bombay to Tuticorin, and back to Calcutta, but had actually made a survey of the whole distance, which meant 20 miles a day.

BRITISH INFLUENCE.
