BRITISH NORTH BORNEO

STRONG ORITICISMS.

The following correspondence which recently appeared in the columns of the Financial Naws will be read with interest by many of our readers,

Sir, attoaded, as usual, the half-yearly meeting of the British North Borneo Company, which lasted exactly 20 minutes. There were plenty of chairs but very few shareholders to accupy them, perhaps thirty in all The Chairman read the usual dismal report and confessed he bad nothing “startling to report," "Startling to report" indeed; when will there, be a startling report of interest to the share holders Never, at any rate while the present directors are in power, for all they know and, hear of the country they are supposed to govej well and wisely is filtered through to them by the managing director. Never while they have no money to open up and assist and do what is required to be done. To draw a long story short, chartered companies" are a farce; and Dover more so has it been proved than in the case of the Chartered Company of British North Borneo, and 1 only wish my present fellow-shareholders would wake up to this cop- clusion and, in spite of the Board and the managing director, go down on their knees and ask the Empire to relieve them of their burden at all costs. We shall never sco qur› money back. One of the speakers at the meet- ing actually remarked that it was the finest thing" before the public! Another remarked he was glad to hear and real that the new Governor had raised the taxes. Just fancy, Sir, raising the taxes in a new country that, instead, of advancing, is receding. True, a greater revenue is squeezed out of it, but fewer traders, fewer Chinese, fewer planations, fewer businesses are started every year, and why? Because of these increased taxes, greater cost of living and greater insecurity to life and pro- perty. The natives are very restless, object to poll taxes, &c., from the Government, a Govern- ment they never see except those living on the fringe of the coast, who, poor creatures, are between the devil and the deap sea, bled by the Government or cut up by their friends, who a mile or so from the coast or the few settle- ments (one cannot call them towns) the Govern ment have, utterly laugh at and despise the British North Borneo Company. The wonder- fal railway building is useless; there is no trade for it. It is simply thrown away, and as one of the engineers building it remarked, "It won't pay to grease the axles or to keep it from being overgrown by the jungle." The new taxes are imposed to help." pay for this wild cat scheme a scheme that I really believe, from what I am told by those home from Bomeo, not one single man living in Baraca 'would have voted for, seeing how a quarter of the huge sum spent could have been so usefully employ- ed in so many other vital matters requiring atication.

I could write a lot more, but refrain from

taking up more of your valuable space, and can only trust the shareholders will wake up before it is too late, and find, Instead of their going to the country and asking to be relieved, the country will get disgusted and take back the charter that was handed to the company as a solemn trust and which has been so badly. used.-fam, &c,

A DISGUSTED SHAREHOLDER 10th December.

Sir,-On my arrival home a day or so ago from the East my attention was called to a letter in your issue of the 13th inst, re the British North Borneo Company. I bave just been through parts of Borneo, &c. and must say your correspondent writes very truly, and has, indeed, hit the right nail no the head when he remarks how little the present directors know or care what goes on in the territory they are. supposed to govern: The "filter" through. which they are allowed to obtain their news is truly well managed, and they seemingly fold their bands and rest content as to what is.told them. Perhaps one day they will wake up to their duties, and perhaps then (if they dare or can) they will demand to see the news which is only now "filtered" through to them. The awakening won't be pleasant for them; they will then see how truly miserably managed and govetid. British North Borneo is. The country not a ghost of a chance of going ahead, and it is truly laughable, were it not so pitiable (for those living there and interested" in the country), the playing at governing that goes on. It is not so much the fault of the present Governor (or any Governor for the matter of that; they go disgusted on the average. every two years; no right-minded man could stay), but the fault of trying to govern from London, 12,000 miles or more away; also be cause old fossils are kept on as officials (too useful, or rather obedient, to the powers that be) in place of the energetic officers the Governor and Governon have so constantly. asked for, but never receive. It might be asked: FRENCH AIMS AND PREPARATIONS,

Is not building a railway-opening up, the The works begun in 1886 for converting Biserta into a naval fortress of the first rank country? Certainly it is generally considered so, but not in this instance. Does it run are already considered such as to render the inland, does it go from any one place to where traffic can be expected, will
