A GREAT RASCAL ..

A cash-ahop proprietor near the S. Gale of .Peking has been arrested and sent to the Yamên, as it proves that at the beginning of the trouble last year, he established'.a Boxer head quarters in one of the Yaiyēns and col. leted about 1,000 men under pretext of protect: ing the Yamen. When Peking was taken, however, this gentleman helped himself to the money in the Yainda vaults and lay low till Opportunity enabled him to open a cùsb-shop.

MORE ROBBERIES,

Two fresh cases of armed robbery are re- ported near the West Gate of the City. It appears to us that the Police Departinent re- "quires to be rather more on the afert, as during

the winter these cases will become more and. more frequent onless greater care is taken, and the whole Provisional Goverment will be come discredite. All the departments are so 'well managed that it will be very regrettable fit

A NEW DEPARTURE.

A Hangchow, capital of Chekiang, dispatch states that a member of the gentry of thật_rity, named To, has tally ohtained permission from Governor Jen Ten-yung to establish a School of Western Learning in that city. For

the support of this school it is proposed to levy a tax of forty cash per taek-weight of prepareit opium sold inside langehow city, one-half of

said tax to be laid by solely for the expenses, of the proposed school, while the other half of twenty cash goes into the Provincial treasury,

|

A PROPOSED RAILWAY IN CHEKIANG. The same Hangchow correspondent reports the recent arrival in that city" of B.E. Sheng, Director-General of Railways, to consult with Governor Jen-Tan-yung about a proposed-rail--- way between Hangchow and Chaplu, the natural seaport town of the former city: Indeed, Ch'ap'u did perform that function, previous to the time of the entrance of the Manchu dynasty until about a hundred years afterwards, and was an important base for the Manchu naval operations for the conquest of Fukien and Formosa in the latter part of the 17th century. HE. Sheng subsequently visited-Ch'ap'u also. It is further stated that H.E.'s visit to Chekiang also had reference to the Italian desire to construct this railway,

WHAT DOES THIS - MEAN?

A Kaifeng dispatch reports the arrival in that city from Peking on the 5th instant of the family of Prince Ching, considerable baggage being brought by them. An extensive resid- ence, finely furnished, with numerous smaller dwelling houses attached, were in readiness for the Prince's family and the large number of retainers and their families who came in their train, which showed plainly that every- thing had been pre-arranged for a long stay in the newly selected Capital. Does this mean "a speedy returng" of the Imperial Court to Peking?
