PIRATES.
A larne junk loaded with pea-nut óil was attacked by pirates just outside Newchwang 22 harbour and all the oil taken. It was noticed 16 $

The race for the Shanghai Sculls" took place the other evening. The weather was beautiful and the water could not have been better. The competitors, were J. D. Smedley (holder) and W. U. Koehler (winner of the Ladies' Furse, 190r). H. R. H. Thomas had broken his boat a day or two ago and was a spectator of the race. The course was one and half miles, starting just above the Tungkadoo Wharves and finishing at the Kiver Police flukk. A start was made, shortly after five o'clock and for half-a-mile the competitors were very level, each sculling 30 strokes to the minute; then Smedley slowed down to 25. Smedley was keeping a good line on the inside course, but
when half the distance had been covered he had some trouble in avoiding a native cargo boat and lost considerable ground. Koehler, however took a wide course, which must have lost him at least a couple of lengths, Although Smedley spurted gamely, Koehler was sculling more strongly and passed the winning post s seconds ahead. The winner's time was 9 mins to secs. Mr. E. C. Pearce acted as judge, Messrs. Duncan Glass and Rudolf were the umpires, Mr. A. E. Jones took the time.

HOW WICKED! In one of the P.G. police stations one of the foreign superintendents found the policemen gambling, and they will be severely punished is the .G. has taken a very firm stand against gambling.
NO LAWYERS.
The Provisional Government, following the the example of Shanghai, has notified the Chinese that it will not allow foreign lawyers to plend in the native courts in cases in which only Chinese are concerned.
ALL A HOAX.
. The telegraphic instructions to reduce the
number of Yamen and officials in Peking which was received by the Grand Council office last month, turns out to have been a bogus message, and not sent by Imperial orders
at all, the Court having no such intention..
THE PALACE GUARD,
The commandant of the Imperial Palace Guard, some 5,000 men, kas notified his men that they will be drilled daily in the use of fire arms, and that the number of their arms and the ammunition are to be kept intact. In other words a rife is to be produced where a rifle ought to be. No prigging.
A GOOD IDEA. The J 12 suggests that as so many Chinese are now dying of dysentery owing to the wrong treatment they receive at the hands of native" doctors, it would be a charitable measure if the Provisional Government would issue certificates to Chinese doctors who proved themselves by examination qualified to belong to the medical profession.
LAW FEES.
The Provisional Government has issued a notification that in future a fee will be charged on all civil cases as follows: Filing the petition $r: heating fees for claims up to $500, 52;up to $zoon, $5: over $1000 1% and any claims otherwise than monetary $5. This is to check the influx of petitions sent in for intimidation purposes and never followed up.
