NORTHERN NOTES.

[FROM THITM" P. AND T. TIMES."]

TIENTSIN, 5th October. SIRE. BATOW

Sir Ernest bas gone to Shan Hai Kwan with General Creagh whose guest hels, 20

GENERAL MALNUT

Genaral Mn seems to be a favourite with the foreign Ministers in Peking; we are told he is constantly being entertained at one or other of the foreign Legations,

BANK NOTES.

The Japanese Government Printing Office has recently turned out two million sheets of bank notes for H.E. Chiang Chib-tung, and is now printing a parcel for H.E. Yuani Shih-kai,

ROHRERS.

The Chik Pag states that on the goth ultinio eleven robbers were executed at a place named Dr Zau. After the men were decapitated, the officials ordered their heads to be hung up at the Peking market 45. an example to nil evil- doers. One of the number was a prominent Boxer.

· TO DISTINGUISH PRINCES, Prince Chin has directed the insignia of the various grades of Princes to be printed and distributed amongst the foreign Ministers, so that the wearers' rank may be able to be dis tinguished at sight,

+

THE IMPERIAL APOLOGY,

Proclamation have been posted in Peking and Tientsin at the various Legations and Consulates explicitly stating the facts of the Boxer rising, and expressing the apology of the Imperial Government,

THE SALE OF OFFICES.

Viceroys Chang and Liu have memorialized the Throne to permit the sale of offices for four months logger. This is probably done' with the view of doing a larger business before the practice is finally stopped.."

MINTS.

The mints at Nanking, Hankow, and Canton, having been successful, the Viceroys of those. places have been instructed to report on their regulations. This order, it is thought, portends

me large central mint for the Empire.

THE PEKING-HAN KOW DINE.

The Peking-Hankow line which was com- menced about 3 years ago has suffered much interruption, and only about 3 se di from Hankow has been constructed; now however better pro- ress is being made and the line has reached Honan province..

HOUSE RENT.

House rent în Tientsin Native City has moré than doubled since last year. This has been

brought about by the extra cost of constructing new houses and the increasing activity of trade but above all, by the fact that large utea of

tenements were destroyed by, fire in 1906,

A SPANISH AERIAL TORPEDO.

Experiments with an serial torpedo invented by Captain Messloner are said to bare given. satisfaction to a committee of military experte at Toledo. According to a Morning Post cor- respondent, the chief feature of the weapon is a new powder of alow combustion, which gives out gases of extraordinary propulsive power, The torpedo weighs 5,500 grammes, and resem bles in form the shells used in modem artillery. It is 39 centimetres in length, and 14 centime- tres in diameter at the bise, Two thousand. metres is the greatest altitude which it has attained up to the present.

Owing to the arbitrary actions of the Official, in. Honan the people are suffering much, more

especially those who have hopses where the tem- porary palace is being erected. The people are warned off at a moment's notice, and if they do. not leave at once their houses are set on fire, No compensation is allowed for the loss of their property,

THE BRITISH MINISTER.

His Excellency the British Minister arrived. here from Peking on Tuesday, afternoon Inst. ind was met at the Station by General Creagh und a number of British officers and civilians, amongst the latter being judge Wilkinson, Mr. C. W. Kinder, and the Chairman of the British Municipal Council. The Welth Fusiliers provided the guard of honour.

ROWDYISM IN 'PEKING,

The Chinese soldiery in the Capital are getting more out of hand. When off duty they perambulate the streets in squads of eight or led, and often take the law into their own bands. The police sometimes make freble efforts to restrain them, but are only snubbed and defied j they are bad patriots for imbibing silly foreign deas about street guardianship.

TIENTSIN TIME...

Tientsin is to be congratutated at once more. having a time common to all. Railway time, qun time, Municipal time and every other sort of time have been brought into line. We understand that the thanks of the Community are largely due to Major Dick, D. S. O., through. whose instrumentality this better state of things has been brought about.

USELESS PREPARATIONS, The Master of Ceremonies is making pre- pamtions in Peking for the Emperor, and the first thing to be done is to offer sacrifices at the Temples of Heaven and Earth. Ancestry and other shrines. The Master of Ceremonies might, we think, save himself all this trouble. If the Court is about to return so soon, why all: this outlay on the temporary Palace at Honan?

THE STATE LOTTERY, The je / hears that the State lottery will probably be allowed by the Court that it is to be lasued only once that there is to be 10,000,000 chances at to Tis, each which will represent 100,000,000 Tls. Ten million in to be allowed for expenses. Half of the remaining 90,000,000 is to go to prizes, the other half towards paying the Indemnity. Comment is unnecessary

"CLEARING THE RUINH

Gradually the ruins caused by the Siege are being cleared away and new buildings erected in their place. Messis. Butterfield and Swire intend erecting another godown on the spot where one was destroyed by fire, and we observe that Messrs. Mackenzie's go down, that was set on fame by shell fre, is almost rebuilt. The Italjans have also restored the go-down at the Wool-mill
