ROWDYISM IN 'PEKING,
The Chinese soldiery in the Capital are getting more out of hand. When off duty they perambulate the streets in squads of eight or led, and often take the law into their own bands. The police sometimes make freble efforts to restrain them, but are only snubbed and defied j they are bad patriots for imbibing silly foreign deas about street guardianship.
TIENTSIN TIME...
Tientsin is to be congratutated at once more. having a time common to all. Railway time, qun time, Municipal time and every other sort of time have been brought into line. We understand that the thanks of the Community are largely due to Major Dick, D. S. O., through. whose instrumentality this better state of things has been brought about.
USELESS PREPARATIONS, The Master of Ceremonies is making pre- pamtions in Peking for the Emperor, and the first thing to be done is to offer sacrifices at the Temples of Heaven and Earth. Ancestry and other shrines. The Master of Ceremonies might, we think, save himself all this trouble. If the Court is about to return so soon, why all: this outlay on the temporary Palace at Honan?
THE STATE LOTTERY, The je / hears that the State lottery will probably be allowed by the Court that it is to be lasued only once that there is to be 10,000,000 chances at to Tis, each which will represent 100,000,000 Tls. Ten million in to be allowed for expenses. Half of the remaining 90,000,000 is to go to prizes, the other half towards paying the Indemnity. Comment is unnecessary
