GENERAL NIEH RESIGNS.

WISHES TO DRILL THE ARMY.

A Tientsin dispatch states that General Nich, commanding the Left Army of the Wuwel Corps under the Generalissimo Jung Lu, and who is also Provincial Commander-in-Chief of Chibli, asked Viceroy Yu Lu recently to request permission from the Throne to resign the latter post in order to enable him (Nich) to to devote his whole time and attention to the drilling and welfare of the Left Army. This accords with the plan of the Generalissimo Jung Lu to draw all his principal Generis closer to his side, so as to be ready when a crisis arrives. It is stated that Viceroy Yu Lu at once memorialised the Throna on General, Nich's behalf and it is very probable that the request will be granted. The vacancy of the Pro- vincial Commander-in-Chief will, it is further stated, be given to General Yang Yu-shu, another partisan of Jung Lu, and, incidentally, of Viceroy Yu Lu, who is a near relative of the Generalissime and who has worked hand in band with him in all questions of policy, since taking over the Chibli Viceroyalty In Novem ber of last year. As a matter of fict, it seems plain enough to all interested in the political intrigues and rivalries of Peking that Jung Lu has woven pretty successfully a military web around the capital which it will take his enemies all their strength, even at the present day, to break through. The Peking Field Force and other Manchu Banner organisations, who look upon Prince Ching as their legitimate chief, form the sole barrier between Jung Lu and ablute power.-N. C. D. News,

We learn that a wire to Hankow states that the dispute between the British and Russian Goveminents over Jardine's and other British owners' land at that port is to be submitted to arbitration. The unexpectedly firm standmade by the British Government on Friday and Saturday last has doubtless contributed to this satisfactory result, though we are informed through Russian channels that Russia was all along quite willing to submit the whole ques tion to this mode of settlement. The point now is who will be the arbitrator. But as the principle has been recognized by both sides we do not anticipate that there will be found any great difficulty in finding a satisfactory means for its application-China Gazette.
