31r. J. Currie Elles recently gave a lecture on China in Sydney. The lecturer, described China as the most wonderful and extraordinary, country in the world. He then went on to say that her civilisation existed to-day as it did pro bably six or seven thousand years ago. The best class in China was the mercantile or trading class, and the worst the official--that was those who had passed exami nations to fit them for official duties, as these were constantly stirring up strife for their own ends. It was a mistake to say that the Chinese were not a tolerant people. He had lived 12 years amongst the Chinese, and, in fact, had met with
rudeness in the cities of Sydney and Londen than in China where he had travelled much, and he would rather travel there alone than through the slums of some of the European cities. Nothing on earth would prevent a Chinniman from carrying out any contract he made to the letter, and he related instances of this which had come under his personal notice. He repudiated the notion that the Chinese were ungrateful, as his experience of them convinced him of the contrary. Referring to the present posi tion of the country, he said that Great Britain's sphere of Influence there was the whole of China, and there was no treaty port at which there was not a British Consul j

Even if we had, the Pacific cable is palpable necessity, and will have to be State-owned in accordance with
Mr. Chamberlain said he thought that the complaints made as to the high rates charged panies had taken the course of concealing their real profits by adding enormous sums to their reserves; otherwise they would have made a reduction of rates.
The British Govemment, Mr. Chamberlain, admitted, was partly actuated by sentiment in supporting the all-British line, and the route via Honolulu, suggested by the companies, would not fulfil this requirement. The Cape route was impossible, as the colonies repudiat- cd it.
If the Pacific cable were not laid by. Great Britain the Americans would extend the cable from Hawaii to Australia.
