ABOUT CHINA.
31r. J. Currie Elles recently gave a lecture on China in Sydney. The lecturer, described China as the most wonderful and extraordinary, country in the world. He then went on to say that her civilisation existed to-day as it did pro bably six or seven thousand years ago. Its civilisation was cocval, if not anterior, to that of ancient Egypt, and it was asserted by some that there was at one time some communication between the two countries. The art of printing was known in China probably years before it was known in Europe; and it was from here that the knowledge had been derived, Annes thetics were used in China 220 A.D. Gun- powder likewise was manufactured there long before it came to Europe, Silk culture and por-. celain manufacture were ancient Chinese arts, and other fine arts were practised by them Bank notes were circulated in China a thousand years ago, and the Pekin" Gazette" was by far the oldest newspaper in the world. Various theories had been advanced as to the origin of the Chinese, and an attempt had been made to associate them with the Hebrews The Chi nese language and literature, he thought, con- ined many things of interest, and study of well repay students. Regarding the religion of the Chinese, he said that the three great creeds were of the following schools Laotie, Confucius, and Buddha. The Chinese also were spirit worshippers and it was this which rendered the work of the missionaries so difficult. A Chinese Buddhist entertained the lurking suspicion that some day or other he might be ordered to become a dog or a pig. Speaking of the physical features of the country,
he said that its mineral wealth was enor-

The Eastern companies doubt- less reckon on getting a contract to lay a cable between the United States and its newly-ac quired Hawaii, and so killing two profitable birds with one stone. In the second place, the Governments are asked to saddle themselves with the responsibility of seeing that a new company pays interes on about 5,000 worth of stock. The Imperial Ministers in terviewed wisely declined to entertain any such proposals. As Mr. Chamberlain ex-. plained, the Honolulu route is objectionable for the reason already mentioned, namely, that in involves landing on foreign territory: and, however pleasant our present relations with the Americans-mmy be, it is to he remem bered that they are foreigners whose interests may at any moment become antagonistic to Another Cleveland, may at those of Britain. any ting set the two nations by the ears over some inconsiderable trifle in dispule. This line would connect England, Australia, Fiji, Nor. folk Island, Fanning, Island, and Canada (also, if necessary, New Zealand), and, there fore, never land on foreign ground. The cost of constructing it would be between a million and a quarter and two millons. The best class in China was the mercantile or trading class, and the worst the official--that was those who had passed exami nations to fit them for official duties, as these were constantly stirring up strife for their own ends. It was a mistake to say that the Chinese were not a tolerant people. He had lived 12 years amongst the Chinese, and, in fact, had met with
rudeness in the cities of Sydney and Londen than in China where he had travelled much, and he would rather travel there alone than through the slums of some of the European cities. Nothing on earth would prevent a Chinniman from carrying out any contract he made to the letter, and he related instances of this which had come under his personal notice. He repudiated the notion that the Chinese were ungrateful, as his experience of them convinced him of the contrary. Referring to the present posi tion of the country, he said that Great Britain's sphere of Influence there was the whole of China, and there was no treaty port at which there was not a British Consul j

The exising lines, touch many foreign countries, and that circumstance is disquieting, despite the fact that cable mes sages are said to be regarded as neutral, for a combating Power may cut and tap a cable at any time. An "all-red" cable would relieve the British of any such liability. National necessity, therefore, overrides in this connection whatever claim may be made against the Stale by private enterprise. The question of the proper extent of legitimate Government functions and their en- croachment on private business. does not arise. The Eastern companies have no guarantees, and no bond to be broken. Even if we had, the Pacific cable is palpable necessity, and will have to be State-owned in accordance with
Mr. Chamberlain said he thought that the complaints made as to the high rates charged panies had taken the course of concealing their real profits by adding enormous sums to their reserves; otherwise they would have made a reduction of rates.
The British Govemment, Mr. Chamberlain, admitted, was partly actuated by sentiment in supporting the all-British line, and the route via Honolulu, suggested by the companies, would not fulfil this requirement. The Cape route was impossible, as the colonies repudiat- cd it.
If the Pacific cable were not laid by. Great Britain the Americans would extend the cable from Hawaii to Australia.
པ
Mr. Chamberlain concluded by remarking" that the alarm of the companies was causeless, as the Government had no idea of embarking
upon competition, repardless of whether the scheme would result in prost or loss.
