Our Chinese-contemporay the Hufsà reports that whilst a Japanese steamer was getting ready to start from Chemulpo, a Corean Customs officer in a gig went to the ship to clear her, When the gig approached the steamer's side, ́n Japancao cargo boat got in the way and fix créw refused to move it away. The disturbances in this case are purely political and have not as yet been marked by any anti-missionary or anti-foreign spirit. The causes of the trouble give a good insight into the workings of the native govern ment, or misgovernment. Several monits age there was a heavy deficit in the local treasury of Choari-chin, and the soldiers and everybody else were clamorous for their money. The authorities, perplexed by their embarassments, hit upon the expedicnt of increasing the revenue from the salt-tax. To justify their action, they published a proclamation which stated that salt-smuggling had grown to enormous proportions
