THE Viceroy Li Hung-chang, says, the N. C. Daily News, having gone to Peking to attend the Emperor during his visit to the Eastern Mau- solea, is moving heaven and earth during his stay at the capital to get the Chefoo Telegraph Convention ratified. The majority of the Foreign Ministers are doing their best to prevent the ratification, and those members of the Tsang-li | Yamén who understand the question are also opposed to the Convention ; but many of the mem bers of the yamen do not know anything them- selves about the question, and are willing to take anything Li Hung-chang tells them for granted. The Emperor starts on Friday, (4th inst.) and the matter has to be settled one way or the other before that date, so that there is no time for sny fresh representations from the Chambers of Commerce to reach Peking. Herr von Brandt and Colonel Denby are, however, fully informed on the merits of the question, and take great in- terest in it, and they are doing all that cap possibly be done to frustrate this renewed effort on the part of the Cable Companies.

NEWS BY THE AUSTRALIA MAIL.
The E. and A. S. S. Co.'s steamer Callerthun, Captain Darke, arrived yesterday. We take the following telegrams from our exchanges:
LONDON, March 6th. A strike took place this morning among the laborers employed at the Liverpool decks, the owners having refused to concede a demand for an increase of wages.
The dock-ewaers experienced no difficulty in securing the services of men to take the place of the strikers, but these substitutes on being informed that a strike had occurred declined to preceed with the work.
The Sailors and Firemen's Unions have resolved to support the men on strike, but despite this the dock-owners are confident that they will succeed in their resistance to the men's demands. The coalminers employed in the collieries in Lancashire Yorkshire, and the Midland counties adhere to their demand for an increase of 10 per cent. in their wages. If their terms are not promptly conceded a general strike will, in all 12.455.96

The 392.1members of this association have demanded 801.54 that they shall work one hour less per week 4,229.09 without any proportionate reduction in their 2,000.00 wages. If the concession is not made by Monday 3000.00 the men have notified that they will strike. 1,700.00 3.396.85

CHINESE INSURANCE COM-
PANY, LIMITED (IN LIQUIDATION.)
The following is the report of the Liquidators up to 31st December, 1889, for presentation to the shareholders at a general meeting to be held at the head office of the Company at Hong- kong, on Thursday, 10th April ;-
The liquidators have now to submit to the share- holders a statement of accounts, showing the result of the winding up of the Company up to the 31st December, 889, so far as ascertained., viz, a balance at debit of working account of $137,505.. 29. This result it will be noticed, has been caused chiefly by the disastrous running-off of the 1887 underwriting account, and partly the failure of the principal re-insurers of the Company.
Underwriting was discontinued from the time the liquidation was decided upon, and all outstandings, as far as possible re-in ured-but the running-off of policies, and the presentation ofclaims-more especially general average claims from distant parts-naturally take a long time. The liquidators have no reason to expect any considerable addition to the amount at debit of working account, but they fear that there is little prospect of a decrease.
The liquidation of the Company is now

Mr. Sexton, speaking in support of the amend- ment, said that there was grave cause to suspect that the Government had, suborned witnesses in favour of the Times. He said that he held a letter which Lord Salisbury bad addressed to Pigott after the forgeries.
Mr. Balfour challenged Mr. Saxton to read the letter
In reply to this, Mr. Sexton stated that he did not imply that Lord Salisbury had conspired with Pigott. He would, however, read the letter if the Committee would grant permission,
Mr. Balfour said that” Lord Salisbury would be willing to allow the letter to be published anywhere. He further stated that if the Times: had been culpably credulous, the Parnellites had been guilty of culpable carelessness, for, though the League had paid criminals, they had never paid a shilling for the detection of crime, and they were silent about murders,
