In the House of Lords Lord Salisbury gave notice of a resolution similar to that of Mr. W. H. Smith regarding the Farnell, Commission which the House of Commons had just adopted. In the election for the sext left vacant at Stoke upon Trent by the retirement of Mr. Bright, Mr. Leveson Gower, Gladstonian Liberal candidate, has defeated Mr. Allen, Liberal Unionist, by a majority of twelve hundred and thirty one votes.

In the debate in the committee of supply on army estimates the Hon. Mr. Stanhope, in ad dition to the previous remarks, said that the requisite guns for fortifications had been despatched to Singapore, and the Government had commenced supplying Hongkong, and would 'despatch a supply to Table Bay and Aden shortly, and to Colombo and other places in the course of the year. Carbines and machine guns he said, were being made of the same calibre as the Magazine rifles, so that all the troops would be using the identical ammunition.

The defent of the Government over General Hamley's motion will in no way affect the Cabinet.

The report of the Royal Commission on the Services has been published. It suggests the appointment of a military council consisting of a Secretary for War, a First Lord of the Admiralty, professional advisers and a few selected officers of each service to discuss the estimates before they are presented, to the Cabinet, also to discuss questions affecting both services. The report advocates various changes at the Admiralty and War Office, and deprecates centralization of responsibility in the Commander-in-Chief, and advocates the creation. of a special organization with the Chief of the Staff and Department, comprising the present Int lligence Branch and such part of the Adjutant General's division as deals with mobilization and defence schemes. The Chief of the Staff will be appointed for five years, and will report annually as to the needs of the Empire. All heads of Departments are henceforth to be directly answerable for economy and efficiency in their respective Departments. The report also advocates the creation of an Ordnance Department. *-

The Times states that Lord Wolseley will be appointed to the command of the forces in Ireland in succession to Prince Edward of Saxe- Welmar.
