Our renders are sufficiently acquainted with the scandalous occurrences which have lately taken place in the administrative circles of the Holy City.. We have all heard of the autocratic manner in which Senhor da Costa, following his Secretary's bad advice, and indulging his own distorted principles, took to dissolving the Municipal Corporation without having previously instituted an enquiry into its affairs. The Municipality of Macao was condemned as guilty by the Governor, without a previous trial having been instituted, a hearing given or a verdict returned. And when the free burgesses of the city, convinced of the Governor's injustice to- wards the Senado, re-elected its degraded mem.. bers unanimously, the self-made autocrat still persistedile his mad career of dissolving a properly Constituted corporation. Time and again this mad policy was insisted on by His Excel Iency until serious reports reached Lisbon and matters were seriously looked into there. To crown his fully, ex-Governor da Cesta went the length of introducing the cholera-infected pas- sengers of a quarantined transport into the city, thus imperilling the health of all its inhabitants.. Protests were made, representations signed for the removal of the lazarettes; but the Governor turned a deaf ear to all these just requests, and in the height of his folly, ordered a healthy officer who had had the courage to express his opinion out some current political matter, to be confined in the Cacilhas lazarette. In a week's time unfortunate Major Vaquinhas succumbed to the effects of the epidemic which was raging there On these and other equally shady proceedings of Senhor da Costa's being duly communicated, to Lisbon, the Governor was weighed at the Colonial Office, and found wanting; and the final upshot is that he is superseded, and his chief adviser dismissed from the public service.
To this may be added the following scathing review, by the author of the pamphlet lately published in defence of an outraged Muni. cipality, of Governor da Costa's administration in MacaoWhat has His Excellency done on behalf of this Colony Nihil. He has not increased, but has helped to diminish the public revenue; he has given no impulse to trade, or to public instruction'; no sanitary work of any magnitude bas he created; in a word, not the shghtest proof can be brought forward of either his energy or his administrative qualities. On the contrary, we have seen hiro work to the detriment of the colony by taking no measures to prevent the fishing industry from removing its seat of operations to Lapa laland (in Chinese territory) thus bringing about the extinction of lucrative trade which gave employment in thousands of natives. We have seen Senkor Firmino da Costa desert his post precisely when the colony was in a difficult plight, when the l'ortuguese-Chinese Treaty was in course of negotiation. It was an that occasion that he thought fit to go on a tour to Siam and Timor, unnecessarily and use lessly drawing from the exhausted Treasury of Macao the sum of $10,000. While in Siam, he was unable to solve an affair that was pending between the Siamese Government and the Portuguese Consul, a fact which largely con tributed to depreciate, our national prestige with the Siamese Government. It is also within everybody's knowledge that Senhor da Costa is not gifted with either gubernatorial or diplomatic qualities of any high order and that he has, on the contrary, a very questionable penchant to atiach importance to paltry trifles, to lend a willing car to intrigue, and thus imperil his own position. One of his most responsible acts was his ready acquiescence in Dr. Gomes da Silva's opinion, in conformity with which he allowed the landing of the cholera-infected patients in Macao. Does His Excellency imagine that he can be absolved of much an act by simply screening himself behind the Colonial Surgeon's advice? When the absurdity of the advice was so transparent, was it not His Excel- lency's bounder duty to reject it? Above medical advice de not reason, common-sense and public safety bold their sway?"
While congratulating the Macao Municipal Chamber and the independent citizens of that city upon their complete and just triumph over their despotic and incompetent Governor and bis Mephistophelian fidus Achates, we can- not reftath from expressing our sympathy with the Lisbon Colonial Office, for the prompt, impartial and just manner in which It has, this time, fulfilled its duty towards much abused and much despoiled Macao. We sincerely hope the Colonial Office will take a lesson from this experience of placing a military Governor in charge of a distant colony. May it learn to choose better and fitter men toadminister the foreign possessions. We are fully convinced that unless a practical diplomatist and financier takes the reins of power in the neighbouring colony, Macao's days are numbered, and itsearly rula and extinction a mathematical certainty,

10th September, 1888. I am glad to Icam that the present Acting Treasurer, Fu-jum, is not to suffer from the errors found in the military records and accounts. On examination, the mistakes all plainly involve the previous Treasurer, who has just retired. So he retires, and is also degraded at the same
highest. Who, now, will dare to propose any- thing about the Yellow River, and risk the doom of being appointed an official there and so be degraded Perhaps the Governor of Shantung would be a good man to be selected, weeing his Yellow River speculations here have not come to
nought.
We hear that the head of the Confucian famuly, since his visit to Peking, has become betrothed. The damsel is the daughter of Suen Yo-wen, a member of the Taungi Ya-men, and also a member of the Grand Council. Said official is a native of Chi-ning Chow, in this province, and so she is a Etting selection for the "Holy Man." We wish them joy, and so far as we can learn nothing but joy is expected.
The same day the great examination begins here (13th), the American Presbyterian Synod of China begins in the city of Tung-chow fu at the east end of the province. "In this connection it is worthy of note that the only two Protestant Christians to enter the contest are both members of the Presbyterian Mission, one of them is a graduate of the fligh School at Tung-chow, and for the last two years has been an instructor in that institution. We believe he is the first one to enter the great examination. He is especially well-trained on Western mathemathics, and may therefore be a prominent person, if such studies or questions are proposed. The examiners and the Governor. enter the Hall to-morrow.-N.
