The Mass Transit Division continued its function of examining Mass Transit Railway proposals generally, operating within the terms of the agreement between the Public Works Department and the Mass Transit Railway Corporation with the purpose of safeguarding buildings adjacent to the actual railway construction works and applying the Buildings Ordinance to other property developed by the Mass Transit Railway Corporation.

5.30 The Director of Public Works extended the scope of the Mass Transit Division to include Government buildings within the sphere of influence of Mass Transit Railway works, and one structural engineer was seconded to the Division from the Architectural Office to assist with this aspect.

5.31

With the commencement of piling for the 25-acre Depot at Kowloon Bay during the last quarter of 1976, Mass Transit Railway construction works reached full operation over the Modified Initial System. As a result, the role of the Division substantially changed from the processing of multi-contract documents and assessment of tenders to the assessment of contractors' proposals and inspection of Mass Transit Railway sites and nearby buildings and to the checking (inter alia) of dewatering levels, building settlement levels, slurry lengths, earth anchors and the monitoring of blasting operations.

During the year a total of 325 submissions of contractors' proposals on 17 different contracts was received and commented upon, 64 formal approvals and 60 consents were given for various projects which came under the full application of the Buildings Ordinance, ranging from the first phase of the residential and commercial development over Kowloon Bay Depot to the removal of existing canopies to facilitate the construction of the Railway.

Surveys of 171 buildings, two slopes, three party verandah piers and one choked drain were carried out and recommendations made, resulting in the cases being referred to the Dangerous Buildings Division, a General
