9.06 The Principal role of the planning group is to assist the Principal Government Highway Engineer and the Government Highway Engineers in the general management of the office and the promotion of productivity. In November 1974, Government re-entered 11 contracts undertaken by Paul Lee Engineering Co. Ltd., now in liquidation. In order to achieve a uniform approach, the Planning Group was assigned to co-ordinate the preparation of Government's claim against the company on the Highways contracts.

Computerisation

9.09

A suite of programmes for the preparation of Bills of Quantities, based on the U.K. Department of the Environment's system, was brought into operation for capital works contracts. Another suite of programmes for Highway Design was also introduced for projects which involve large quantities of earthworks. The promotion of the use of computer in Highways Office was initiated by the Planning Group, close liaison being maintained with Data Processing Division of Colonial Secretariat.
