General
9.06 The Principal role of the planning group is to assist the Principal Government Highway Engineer and the Government Highway Engineers in the general management of the office and the promotion of productivity. Some of its tasks are the monitoring of project expenditure, the review of general progress and programme of projects, preparation of overall annual estimates, and personnel planning and posting of professional and technical staff. The Planning Group is also responsible for the standardization of design criteria and construction practices, advice on contract administration and claims, and management of library facilities.
Revision of Civil Engineering Manual
9.07 The current Civil Engineering Manual is being reviewed and updated to ensure that the same work standards are adopted throughout Highways Office and by consultants engaged on Government projects. The revised draft was nearly completed and the new edition will be issued in 1976.
Finalisation of Paul Lee Engineering Co., Ltd.'s Account
9.08
In November 1974, Government re-entered 11 contracts undertaken by Paul Lee Engineering Co. Ltd., now in liquidation. In order to achieve a uniform approach, the Planning Group was assigned to co-ordinate the preparation of Government's claim against the company on the Highways contracts.
Computerisation
9.09
A suite of programmes for the preparation of Bills of Quantities, based on the U.K. Department of the Environment's system, was brought into operation for capital works contracts. Another suite of programmes for Highway Design was also introduced for projects which involve large quantities of earthworks. The promotion of the use of computer in Highways Office was initiated by the Planning Group, close liaison being maintained with Data Processing Division of Colonial Secretariat.
