Investigation and Design
12.23 Consulting engineers completed a review of proposals for the development of the Tsuen Wan/Kwai Chung North area and designed the first part of the works which will provide for a potential population of 113,000 in an area of 180 hectares.
12.24 A similar review of proposals for development of Tsing Yi Island was also completed and consulting engineers commenced design of works for development of the north-eastern part of the Island to accommodate 157,000 people.
Engineering Works
12.25 Work began on the formation of a site for a public housing estate in the Tsuen Wan/Kwai Chung North area while formation of part of the site for the Ha Kwai Chung housing estate and the site for a mental hospital on Lai King Headland continued.
12.26 Private developers commenced work on reclamation of 2 sites in the container port area which will provide berths for a further 4 container vessels including 3 of the largest size. Earth and rock for these reclamations was being obtained from central Tsing Yi where the developers' works were being used to form the site for the next phase of a housing estate, on Lai King Headland where another housing estate site was being formed and in a rock cutting on the future Tsuen Wan By-pass.
12.27 Reclamation of Gin Drinkers Bay with a total area of some 120 hectares was virtually completed, about 45,900 cubic metres of material from Government and private work sites being deposited during the year. Controlled tipping on the refuse dump in Gin Drinkers Bay progressed successfully with a considerable reduction in smell, flies and other annoyances and the establishment of turfing on the side slopes producing a pleasant green hill.
Buildings
12.28 Construction was in hand on buildings designed to accommodate a total of 125,000 persons in public housing estates including the final stage of Lei Muk Shue (18,800), the final two stages of Kwai Shing Estate (37,000), Lai King Estate (27,000), Ha Kwai Chung Estate (19,200) and the first phase of the Tsing Yi Public Housing Estate No. 1 (23,000).
12.29 In the private sector a total of 21 factory buildings and 51 other buildings were completed and at the end of the year 27 factories and 66 other buildings were under construction.
12.30 Building works were in progress on Kwai Chung Divisional Police Headquarters and Station, Stage II of the Tsuen Wan/Kwai Chung Polyclinic and Kwai Chung Technical Institute. The Staff Quarters shared by Princess Margaret and Mental Hospitals were nearly finished.
12.31 The Princess Margaret Hospital and Tsuen Wan Swimming Pool and Park were completed and handed over to Medical and Urban Services Departments in 1974.
