The construction of public housing at Lek Yuen San Tsuen progressed. Blocks 6 and 7, together with an estate school, were completed by the Architectural Office and handed over to the Housing Authority. The construction of Blocks 1 to 5 and of a second estate school was well advanced.

Temporary accommodation for the Sha Tin New Town Development Office and other New Town agencies, including the consulting engineers engaged on new town development work, was completed and occupied during the year.

Significant progress was made on the review of the Sha Tin Outline Development Plan, with the completion of a new topographical base plan and superimposing on the latter plan the new primary and trunk road network.

A draft network for main pedestrian and cycle routes was prepared and circulated to various Government departments for comments.
12.17 Draft revised layout plans, a model, and an explanatory statement of the town centre in Planning Areas 7 and 20 were completed.

Significant progress was also made on the preparation of layout plans for Areas 5D, 14, 16B, and 21.
Land
12.19 During the year, tender documents were prepared for a major private development in Area 14A. The possibility of comprehensive private development of Planning Areas 5B and 48 was also examined.

12.20 Tsuen Wan New Town Development Office is responsible for the development of a New Town at Tsuen Wan, which also encompasses Kwai Chung and Tsing Yi Island and is being designed for a population of 850,000.

By the end of the year, the population of the New Town was estimated to have reached about 460,000, of which 75% were accommodated in public housing.

A development programme was prepared in August 1974, dividing the New Town into 20 packages, each of which can be treated to a large extent as self-contained development.
