The area of the New Town is covered by three outline zoning plans, namely Tsuen Wan, Kwai Chung and Tsing Yi. The first two were approved by Governor-in-Council on 13th November 1973 and 24th December 1974 respectively while the latter is under review.

Metric base plans for parts of Tsing Yi have been made available and the preparation of outline development plans for the main development areas on the Island is proceeding.

Revision of imperial scale outline development plans for North Tsuen Wan and Kwai Chung continued as metric base plans were not available.
12.35 In the largely existing parts of the New Town imperial scale outline development plans continued to be revised and over 60 miscellaneous plans were prepared in connection with advisory work on planning matters for both private and public proposals.
Land
12.36 Legal action to resume land was completed for the second phase of the Tsing Yi Public Housing Estate No. 1 and was in progress for various sites for engineering works in Tsuen Wan and Kwai Chung. During the year land sales totalled 178,580 square metres of which 119,230 square metres are for industrial purposes.
This included a lot of 32,580 square metres on Tsing Yi Island for a chemical plant to produce raw materials for the plastics industry.

Responsibility for the development of a New Town at Tuen Mun is borne by the Tuen Mun New Town Development Office. The full extent of the New Town as planned covers an area of some 1,100 hectares and will accommodate a population of 468,000 persons.
12.38 Engineering works are virtually complete for Stage IA development, which covers 93 hectares and will accommodate 54,000 persons; building development is in progress.
12.39
A development programme for Stage IB was prepared, arranged in 13 packages to provide flexibility of expenditure whilst maintaining a balance of development.
