December, 1964, under the chairmanship of the University's Director of Extra-Mural Studies. Many distinguished persons attended this session, including the Chief Justice. A paper on this symposium was later prepared and given a wide circulation.

PROFESSIONAL EXAMINATIONS

79. The year 1964 also saw the abolition of the Senior Inspectorate (Transitional) Promotion Exam: the last was held in July, 1964. This Examina- tion had come into being with the creation in 1961 of the new rank of Senior Inspector. As so many officers were prima facie qualified for promotion, the examination was introduced as a temporary measure in order to provide an initial screening process.

80. In November 1964, after consultation with the Inspectorate Associa- tions, a revised syllabus came into operation for the existing Standard II and III Professional Examinations. A new-type paper in the Standard III Examination replaces the Senior Inspectors' Examination. The Examina- tions to be taken by Inspectorate Officers are now four only, viz:

Standard

I-A passing out examination at the end of basic training. Standard II-An examination to be passed prior to confirmation to the

Pensionable Establishment, i.e. within 3 years.

Standard III-An examination which, inter alia, qualifies an officer for

promotion.

Senior Professional Examination-An examination open to Chief and Senior Inspectors to qualify them for consideration for promotion to Gazetted rank.

81. Some enquiries were carried out during the year into the possibility of conducting a large scale multiple-choice promotion examination to be processed mechanically. It was found that the idea was feasible and it may be introduced in the near future in order to facilitate the promotion selection process within the Rank and File in which several thousands of personnel are involved.

GOVERNMENT LANGUAGE SCHOOL

82. Sixty-three officers attended full-time (11-weeks) Cantonese Courses. Of these, fifty qualified for the new 1st Certificate, which equates to the former Standard II, and the other thirteen for the new 2nd Certificate which equates to the former Standard IV. In addition, seventeen Gazetted and Inspectorate officers and two Civilians attended voluntary evening classes held at the school during the year.
