85. The fourth and the largest scheme, Choi Hung Estate at Clear- water Bay Road, has been designed by Messrs. Palmer & Turner. The first of the four phases was near completion at the end of the period under review and the second phase was well advanced.

86. The Ma Tau Wai Estate, Wo Lok Estate at Kwun Tong and Fuk Loi Estate at Tsuen Wan were all designed by the Authority's own architectural staff. Mr. Leslie OUYANG, B.Sc. A.I.I.Str.E., was appointed as structural Engineer for Ma Tau Wai Estate, and Mr. W. SZETO, B.Sc., M.I.C.E., M.I.Str.E., for Wo Lok Estate and Fuk Loi Estate.

87. All the Authority's flats are self-contained and, with the excep- tion of the North Point Estate where flats are of varying types and sizes, have a single room which can be sub-divided into living room and bedroom at an occupancy ratio of 35 sq. ft. per person.

88. In addition, the Architectural Section has undertaken the general co-ordination of all planning and building work, and maintained liaison with the private architects employed by the Authority. A number of future projects has been studied by the Section and preliminary pro- posals put up for consideration.

89. Research and investigation into the technical and sociological aspects of low-cost housing has been carried out side by side with current developments. Data and statistics of the different estates have been compiled, and constructional details have been studied with a view to economy, and suitability for local conditions.

90. Some standardization of unit design has been achieved for economy but without mere repetition. At the Wo Lok Estate, Kwun Tong, eight identical 7-storey blocks have been laid out with variation in the design of the links to fit into the topography. Eight similar blocks in four pairs will be used at the Fuk Loi Estate, Tsuen Wan, together with four 16-storey blocks of a different design.

Quantity Surveyors

91. Messrs. Langdon & Every (Far East) have again been appointed by the Authority to carry out the work of preparation of bills of quan- tities for all new schemes. They have also advised the Authority on costs and economics and have worked in close co-operation with the Architectural Section on the investigation and analysis of building costs.
