54. During the year a prototype split level counter position was developed and placed on trial at the temporary Post Office provided for the Chinese Manufacturers' Association Exhibition. The trial showed promise of having operational advantages over the existing type of counter position and further trials are to be conducted.
55. A revised pattern of posting box collection arrangements was introduced on Hong Kong Island which necessitated the replacement of all time plates. Engraved laminated plastic plates were used for this purpose and have proved very satisfactory. At the same time new sorting arrangements were introduced at General Post Office to alleviate critical accommodation problems which were being experienced. The new sorting and posting box collection arrangements effected a degree of improvement to the standard of service given to internal corre- spondence.
56. Similar plans were completed for adoption in Kowloon.
57. The long term planning of the Department's expansion pro- gramme and work on the provision of new postal facilities in urban and rural areas continue. In the last year thoroughgoing reviews of services and facilities provided by the Department have been carried out. Some improvements in the reliability of these services and in productivity both in sorting offices and at post office counters have been achieved.
TELECOMMUNICATIONS SERVICES
58. The establishment and use of all telecommunications in Hong Kong is subject to the provisions of the Telecommunications Ordinance, Chapter 106, except for the public telephone system which is operated under a franchise granted under the Telephone Ordinance, Chapter 269. The Telecommunications Division is responsible to the Telecommunica- tions Authority for licensing and regulating the services covered by the Telecommunication Regulations.

59. Broadcast television licences maintained a steady growth throughout the year. The Telecommunication Exemption (Rediffusion Television Subscribers) Order 1968 exempting subscribers from licence fees for any type of television receiving set made it necessary to check
