policy they did not dare to question, they (the Company's supernuated servants) view a Governor as a little despot, and the colony as a place over which he is to have unlimited control. Had the home government not de- parted from the usual form of a colonial Exe- cutive, when they sent Mr. Davis to China, we would now have beeu in a very different posi tion. It is notorious to us all, that the colony is in a less prosperous condition than it was a year ago; nor until there is a complete change in the present system of ruling, is there the slightest chance of improvement, We cannot help thinking that her Majesty's government in bestowing such unlimited powers upon Mr. Davis, has acted unkindly towards that Gentle man, Had he been aided and controlled by a Legislative Council, including a fair proportion of the most intelligent members of the community, those unfortunate ordinances, which have been so fatal to the colony, and so fatal to his own reputation as a Governor, would never have passed the Council. We would not have the Registration act in its original deformity re- corded among our statutes; neither would we have bad the sanguinary branding and muti- lating act" nor the illegal property tax. In anticipation of a change in the form of govern- ment, we most earnestly trust, that a check will be put on the Executive, by the infusion of the spirit of representation into the Legislative Co. uncil, in the shape of Members independent of government.
If our rulers are under the impression that, we are not taxed to as great an extent as the inhabitants of other British colonies-setting the property tax aside altogether-we beg to inform them that they are in error. Indivi- dually the European inhabitants of Hongkong are more heavily taxed than the people of Eng land; and this government in proportion to the. number of the governed, is the most expensive, as well as the most inefficient of all the British colonies. We instance a few of the American' colonies with representative institutions. Prince £257,330, Edwards Island has a population of forty seven thousand people; it is well governed at an expense of £19.600 a year. In Nova Scotia the taxes are at the rate of 10s. 9. för each inhabitant; in New Brunswick 10s. 6d. ; in Canada 89. 2d. In the olden times, (before America declared her independence) the in- ternal government of the thirteen colonies, with a population of three millions was only £100,000 a year. An Address to the Throne signed by the members of this community must command attention, but as long as we confine ourselves to writing in the newspapers without making any "public demonstra tion" so long will the present state of things continue.

Messrs Chuzzlewit & Co. Architects, Surveyors &c. &e present their coupliments to his Excellency Jonx FRANCIS DAVIS, Esq. Governor of Hong- kong and all its Dependencies &c. &c. and beg most respectfully to inform him that they there are now prepared to make Roads Drains and Bridges on highly improved and scientific principles, by which they can insure, the said roads not being washed away more frequently than once a fort- We have received several communications, some night ( a great improvement in Hongkong) they of which are not to our taste, and others we must can also warrant their bridges and drains to resist defer.-B.
