policy they did not dare to question, they (the Company's supernuated servants) view a Governor as a little despot, and the colony as a place over which he is to have unlimited control. Had the home government not de- parted from the usual form of a colonial Exe- cutive, when they sent Mr. Davis to China, we would now have beeu in a very different posi tion. It is notorious to us all, that the colony is in a less prosperous condition than it was a year ago; nor until there is a complete change in the present system of ruling, is there the slightest chance of improvement, We cannot help thinking that her Majesty's government in bestowing such unlimited powers upon Mr. Davis, has acted unkindly towards that Gentle man, Had he been aided and controlled by a Legislative Council, including a fair proportion of the most intelligent members of the community, those unfortunate ordinances, which have been so fatal to the colony, and so fatal to his own reputation as a Governor, would never have passed the Council. We would not have the Registration act in its original deformity re- corded among our statutes; neither would we have bad the sanguinary branding and muti- lating act" nor the illegal property tax. In anticipation of a change in the form of govern- ment, we most earnestly trust, that a check will be put on the Executive, by the infusion of the spirit of representation into the Legislative Co. uncil, in the shape of Members independent of government.
If our rulers are under the impression that, we are not taxed to as great an extent as the inhabitants of other British colonies-setting the property tax aside altogether-we beg to inform them that they are in error. Indivi- dually the European inhabitants of Hongkong are more heavily taxed than the people of Eng land; and this government in proportion to the. number of the governed, is the most expensive, as well as the most inefficient of all the British colonies. We instance a few of the American' colonies with representative institutions. Prince £257,330, Edwards Island has a population of forty seven thousand people; it is well governed at an expense of £19.600 a year. In Nova Scotia the taxes are at the rate of 10s. 9. för each inhabitant; in New Brunswick 10s. 6d. ; in Canada 89. 2d. In the olden times, (before America declared her independence) the in- ternal government of the thirteen colonies, with a population of three millions was only £100,000 a year. "these cominunities contrived to administer
salutary laws, to reclaim the forest; to esta "blish a flourishing trade, to cultivate the arts "of peace, and to lay the foundation of a great "empire," Even in the United Kingdom the

each of the inhabitants. Our local govern nient has not ventured to publish their receipts and disbursements; but we predict that when they are made public, our assertion will be prov ed-that this is the most expensive, and the most
nice looking portion of road; which before evening had disappeared, no one knew whither. And it is a well known fact that many a fair horsewoman has been placed in danger of her precious life, by the sudden yielding of the teacherous causeway. Merely alluding to the number of houses & strects placed in a state of siege, Mesare Chuzzlewit & Co. confidently hope, that in consideration of the and with, which of our present Governor the squeez-risk incurred by the Inhabitants and the anxiety THE FRIEND OF CHINA, inefficient government of any of the British ing system has been attempted to be carried out with endured by the present Road Surveyors, their in a disgusting pertinacity which has as length associated valuable services will be accepted. The amount the very name of Government with a feeling of nauses of convenience and happiness to be obtained by That the present assessed Tax intended to be imposed exertions are incalculable and only to be known upon the inhabitants is illegal there cannot be a ques- tion, nor is there a second opinion on the subject on application (if by letter post paid) to Messrs (unless with is authors) and if it is persisted with, the Chuzzlewit & Co. Eden Buildings, Victoria West, means of defeating its Concortors are exceedingly simple.
There is not a child of ten years of age upon the Is- land, who has not made a correct estimate of the cha racter and moral courage of our Rulers" the inimit able legislators of seditious rioting notoriety
Passive resistance, Mr. Editor, is the weapon with which to contend with the framers of Ordinance No. 2. of 1845! Let every individual taxed on the Island pledge himself to refuse payment of the iniquitous, un- just and exorbitant impost, and we shall then, see whether Mr. Davis has the temerity to collect it.
If the Community are true to themselves and una- nimous in their determination to decline paying, I He will find it rather a defy Mr. Davis to realise difficult matter to distrain the goods of the whole com munity,
I have not spoken to a single individual on the sub- ject, who has not declared his intention of refusing payment.
If then we are unanimous we may deride alike the fulminations of the Pope" and the envenomed bite
of the Tarant-ula," mere instruments of evil and powerless of themselves.
But Mr. Editor let us not confine ourselves to op- posing this measure alone, it is evident to the meanest capacity that some public and authentic document is requisite to produce an impression upon the hoine Go- vernment, sufficient to induce them, if not to recal our present Governor, at least to alter his line of policy. An Address to the Throne signed by the members of this community must command attention, but as long as we confine ourselves to writing in the newspapers without making any "public demonstra tion" so long will the present state of things continue.
Trusting Mr. Editor that your powerful pen will continue to wage war upon measures such as this, tending to the ruin of the Colony, 1am,
Your most obedient servant,
